After half an hour of waiting his Shadow clone returned with the container and Itsuki was pleased to know that the seals functioned properly.

Killer Bee was sent back and no one was the wiser.

A Tailed Beast vanishing mysteriously from within the Jinchuriki would truly make the Kumo higher-ups baffled.

Itsuki contemplated whether to leave behind a shadow clone to see their reactions but after a moment of thought it didn't matter anyway because he could guess what would happen after the news was known to the higher-ups.

Raikage would rage like an ape and break his table or something.

A(Ay) can rage all he wants but it wouldn't change anything because Itsuki had been plotting against all the major villages.

He wouldn't harm their lives or assassinate them but he would destroy their military strength.

Now that he was here, he should destroy that big canon that Kumogakure was constructing.

All the relevant research data and studies on it must be erased. Since he was here he didn't mind doing it.

Itsuki would ensure they wouldn't be able to recreate it ever again. There wasn't a need for something like a nuke in the Shinobi World.

He didn't need anything that would threaten his village, he had the strength to enslave them but he didn't.

That does not mean he would allow them to become stronger, his plan has always been to strengthen Konoha while weakening the other villages.

If there were a Shinobi with monstrous talent in any of the Shinobi villages then Itsuki would pull a Xiao Yan on them.

But at least Xiao Yan got a grandpa in the ring as a reward for being a waste for a few years but these guys won't get anything.

As for how? It was pretty simple, Fuinjutsu was the answer for everything.

Just create a seal that would constantly suck the chakra of the user and store it. 

He only had the idea for this seal but he needed to research it to make it feasible because there were a lot of things he needed to consider.

The first was to make the seal invisible and avoid detection by any sensory abilities or ocular ones.

Second was to automatically drain chakra to the point that the user is left with chakra the level of a normal person. And if he or she tries to do a Justu then they will experience Chakra exhaustion.

So in a way, he was effectively crippling them, but Itsuki felt it was better than killing them because the other villages would assassinate talented Shinobi than taking any chances to let them grow up.

One of the reasons why a waste like Asuma had such a high bounty, Itsuki wondered but quickly shook his head as he didn't have the might nor the foresight to deduce the greatness of the Monkey King!

Itsuki couldn't help but laugh maniacally when he learned of the legend of the White Flash of Konoha.

Itsuki wouldn't have even known if not for him checking the intelligence report from his ANBU subordinates.

Itsuki felt second-hand embarrassment when he read through Asuma's experience in Konoha before he left for the Land of Fire and he is even more famous in the capital than he was in Konoha.

Itsuki couldn't help but feel a bit bad for Hiruzen because if Asuma was his son he would want to choke the ever-living shit out of him.

With average talent and an ego the size of a mountain, it's only natural that he would become like this.

Itsuki couldn't see Asuma having a place in the high echelon of Konoha that would belong to his Senju clan.

As a matter of fact, he couldn't see anyone who wasn't loyal to him being at the centre of power.

Konoha was not a democracy but a military dictatorship and the leader was his Senju clan.

He neither needed the support nor the strength of these clans to keep Konoha afloat.

He himself is akin to the biggest nuke the Shinobi World has ever seen.

He only needs loyalty, if they can't be loyal then don't even think about getting advantageous positions.

He was already planning everything, unlike during the reign of the other Hokage when they used the clans to check and balance each other to make sure no Shinobi clan gained too much power or influence to overthrow the Hokage.

He didn't need to worry about any of that as nobody could overthrow unless they had the potential to be Six paths level.

He doubted that a human from the Shinobi World would have that potential without the intervention of the Otsotsuki.

But it was never bad to be cautious, he would never let anything threaten the Senju.

Itsuki wasn't a hypocrite he admitted he was doing this so that nobody could threaten the Senju rule.

Itsuki although would be a dictator wouldn't force anyone to work for him, he had grand plans to reform the whole Shinobi profession.

Right now Shinobi profession includes only killing, protection, and things related to utilising one's own strength. 

But he wanted Shinobi to be able to do so much more, Chakra was such a magnificent energy it could be used for so many things.

And he planned to do just that, Konoha would have Shinobi who would irrigate fields, work in construction and so on.....
