Rescue operation!

______________________________

"All right it seems all 200 of you have passed the test... Now please look at the screen..." Soon enough the announcer began talking again, the large screen inside the waiting room turned on showing footage of the arena they were just in.

"What do you think they're doing?" Uraraka asked. However, her question was quickly answered as a huge explosion went off. Sending buildings mountains and tankers falling to the ground making a field of rubble.

"Alright now let's assume you all have your hero license. Your next test is a rescue operation. A large terrorist attack had just taken place in [insert city name] now go rescue the civilians that might've been caught in the aftermath" the announcer said yet again. Soon they noticed movement on the screen as people began to climb out of the rubble. Sounds of shock and gasps came from some of the participants.

"Now don't worry. These people are just paid actors or something... Now go rescue them and we'll grade you based on how well you handled the situation." The announcer yawned again as he muttered in contempt. Yet again the doors to the waiting room opened as they now saw firsthand how messy the place had become.

"Uh... Isn't this too much?" One participant asked as he saw toppled buildings and cut-down mountains. However, he had no time for answers and a buzzer sounded as well as a timer appearing in front of them.

"You all have 3 hours to rescue everyone or you fail... Good luck" Without a moment's notice they were thrown out into the field.

***************************************

"Everyone establish a first aid area! Make space please!"

"Need help here!"

"It's about to collapse!"

"Help me!"

"It's so heavy!!!"

The sounds of pained screams and groans of struggling reverberated in the area.

"Aren't you going to do anything?" Jiro asked me while we both sat down on a relatively flat piece of concrete.

"Shouldn't they at least get to try? If I help the test would end early" I made an excuse, although that didn't mean I lied. If I were to truly try and rescue everyone the best would end in a few minutes.

"Wouldn't the test examiners reduce your points?" Jiro said while standing up, she decided to help, she didn't particularly care that Rimuru wasn't helping. He did have a point though she hoped he would act more like a hero than just a jerk.

'shit... Those sketchy public safety people... They're notorious for reducing points...' I froze in place as I felt myself descending into a panic. Even Shoto who basically carried the exam didn't pass because of the corrupt system...

Instantly standing up I sprinted into the middle of the wreckage. Without wasting a second thought I started emitting [Beelzbub]

'Raphael-san Help me out. Whenever you find a survivor teleport them to the med-bay I ordered Raphael as smoke began covering my surroundings

"Oi, what are you doing!"

"You're obstructing the view"

"Get out of the way!"

I heard the sounds of complaining as the smoke began to seep into the nooks and crannies of the wreckage. Immediately it began automatically teleporting survivors that might've not even been found.

Soon enough the dark fog began to cover the entire city as the med-bay was getting filled with surprised 'survivors'. One second they were lying down waiting for a dumb student to make mistakes and a second later they were already rescued.

Unfortunately, the smoke didn't reach the far ends of the arena. Class 1-A caught on quickly as they began to help rescue the rest of the survivors. Unfortunately, the mission wasn't so simple. After a few minutes of calm a secondary explosion went off.

*Boom*

[Ah- right... Remember that I said it was a terrorist attack? Well, they're back now. Good luck] the announcer said causing everyone's eyes to shift to the new hole made in the arena.

"So you're the guys messing up our plans?" A deep voice resounded from the hole as two red eyes began glowing. Slowly walking out into the light, Gang Orca made his appearance.

Gang Orca scanned the surroundings, and soon his gaze landed on Rimuru. He was ordered to eliminate anyone that's been doing the most work, after all even the weaker participants need to help.

Without missing a beat he dashed at him with a punch at the ready.

"Rimuru watch out!" Jiro shouted out as Rimuru was too preoccupied with rescuing. Gritting his teeth Rimuru glanced at Gang Orca as he dashed at him.

"Cover me Kyouka!" Rimuru shouted out as he felt his heartbeat quicken, he could either fight Gang Orca and potentially lose points for 'fOcUsIng oN fIgHTiNg InSteAd oF rEsCue'

"How am I supposed to cover yo-" Jiro shouted out however she stopped as a shockwave went past her, Gang Orca was much swifter than she had imagined as she

couldn't even get a good look at him.

***********************************

"Dammit," I dodged back as Gang Orca's fist went past my face. Although he was holding back it was still a punch that could knock out a regular person.

"You dodged? Impressive" Gang Orca stretched his arm, staring into my eyes he clenched his fist once again preparing for another punch.

"How about I reverse rescue you?" I said to the gigantic fish standing in front of me. Freezing for a moment in confusion could see the gears rotating as he tried to understand what I was saying.

Slowly covering Gang Orca with my smoke I tried teleporting him away. The quicker I could finish the exam the quicker I could return to the things that actually mattered.

However, Gang Orca didn't let me teleport him away as he blew the smoke I attached to him. Perhaps preparing for another villainous line Gang Orca hadn't noticed Jiro preparing for an attack.

"Heartbeat distortion!" Jiro slammed her forearms into the ground as her ear jacks connected to special support Item attached to her hands. Instantly the ground began to crack apart sending both me and Gang Orca out of balance.

"Well, that's better than nothing" I muttered as raised a thumb up. Discarding of Orca's mobility was a useful move. Now with the unstable ground around us, we can't run with too much force.

Seeing Gang Orca breathe heavily I return my focus to my smoke. I knew that there weren't many other people to rescue. And I hoped I could just rescue everyone before I had to beat Gang Orca.

"Distracted during a fight? Bad move" Gang Orca suddenly whispered, turning my gaze quickly I realized he was now too close for comfort...

Putting my weight on my leg I used it as a swivel, rasing the other I went for a roundhouse kick, with my foot slamming into his nose I sent him a few meters back giving me room to breathe.

I turned my gaze back to Jiro, my eyes begging for more support as I can't really fight on two fronts. And I'd rather not reveal my true strength. I could insta-kill Gang Orca, or teleport the entire city away but with the commission watching my every move, it would be better to hide at least some of my abilities.

"I guess it's about time to get serious" Gang Orca massaged his nose as he stared at me. His red eyes shone once again... Is that a part of his quirk? But before I could think about Orca physiology I was hit with a supersonic wave.

Instantly I felt my ears ring. It was the first time I've hated having super hearing... With tinnitus raining in my ears, I also saw Jiro collapsing to the ground. Where's Midoriya when you need him... Or Inasa... Or Shoto... Where's anyone anyway?

I saw Gang Orca walk closer to me as he raised his foot to hit me.

[The test is over... Congratulations on passing the exam. We will pass out folders grading each and every one of you. If you fail... Well tough t*ts buster---]

"Tsk" Gang Orca clicked his tongue before walking away.

'huh?' I felt my mouth twitch multiple times as I stared at the exam report. I should've never trusted that dumba** commission.

"How much did you get?" Jiro asked me while staring at her report

"70"

"Pfft" I heard Jiro snicker, turning my gaze I stared at her report

[[License exam report:

1st exam: pass

2nd exam: pass.

Survivor's complaints -21. ]

"Oh come on that's b*llsh*t" I stared exasperated, they obviously played favorites... I mean I dealt with the terrorist and don't get any points? What is this?

"Anyway just be happy you got your license now. We're provisional Heroes!" Jiro smiled happily as she rummaged in the folder for the card.

Checking in my own folder I felt a plastic wrapper with a card inside. Retrieving from inside I stared at my new Provisional hero license...

[Provisional Hero License

Of the Public Hero Safety Commission.

Hero name: Stormy Hero: Arashi.

Full name: Rimuru V. Tempest.

Quirk: Devouring Cloud.

Type: Emitter, Spacial, electric, destructive]

"To think I wasted this much time for a piece of plastic" I muttered out loud. I gripped the license in my hands. Fortunately, it wasn't a real waste of time because this license can now allow me to commit crimes with no consequences!

"You look like you're about to abuse your license... Like commit a crime or something" I froze in place as Jiro stared with a skeptical expression.

"Was it that obvious?"

"You are so predictable..."

.......

"Hey welcome back... Now you are all officially heroes... Yay" Aizawa pulled out confetti from his pockets before spilling it on the ground. The silence was so loud it was deafening.

"Anyway you are all free to head back to the dorms or to the mall.. whatever you youngsters do these days" Aizawa waved his hands before leaving all of us alone. Everybody had a confused expression.

"Omy gosh oh my gosh... I got to send this to momallmightandmyfriendsandece" Midoriya began muttering as he took photos of his new license. Though he seemed to be the only person enthusiastic enough.

"I-I failed... BASTARDS HOW DARE THEY!" Bakugo began screaming as he ripped his evaluation paper into shreds before exploding them in his hands. The same could be said about Shoto but he just stared at the paper before crumpleing it down and throwing it into the trash can.

"Everybody! Even if we are now Heroes! It does not mean we can neglect out training! I expected you to put PLUS ULTRA I to your training from now on!" Iida again took control of the class as it's representative.

"Yeah whatever four eyes" I waved at him before going in front of the entire class.

"Well it has been a pleasure to participate with you all! But now it's time to go! See you in a while crocodile" And with that I disssapeared with the wind.

"You think he was planning to do that since the beginning?"

"Definitely..."

**************************************

After teleporting away I stood on a rooftop of a particular house. It's neighbors being even more particular.

It was the Kai chisaki compound. Using [Mimicry] I turned my skin to become light bending basically using Hagakure's quirk.

"Now then... What shall I do about Eri..."
