237. Soviet Chamber Of Commerce

North Blue, one of the four seas, stands apart from East Blue, referred to by Garp as a 'symbol of peace.'

In North Blue, underground activities are quite widespread. The most well-known is the gang culture, where various major gang families form a powerful presence in the underground scene.

Another notable group is the Vinsmoke family, known for their deadly skills. Unlike the territorial gangs, they operate as a mercenary kingdom known as Germa 66.

This family once briefly ruled over North Blue, leaving a lasting mark despite being eventually dismantled by the World Government. The family's legacy is powerful, and the current leader, Vinsmoke Judge, harbors ambitions to restore the glory of his ancestors by completing the so-called Ruler of North blue.

In the past, thanks to the lineage factor technology acquired from Vegapunk, Judge might have had a chance to fulfill his ambitions.

However, despite Germa being a member of the World Government, the Five Elders have consistently coveted Judge's clone soldier technology. Their scrutiny and surveillance of Germa have never waned.

So, in the original storyline, Judge acknowledges the harsh reality and attempts to align himself with the Big Mom Pirates to further his own agenda.

North Blue's power dynamics are intricate, with the underground scene being a complex mix. Even someone as influential as Doflamingo is just a player in the North Blue underground, and the idea of completely dominating it remains somewhat unrealistic.

Nevertheless, Doflamingo's aspirations extend beyond North Blue.

Doflamingo is determined to disrupt the world order dictated by the Celestial Dragons, and even the vastness of North Blue cannot contain his ambition.

While the Donquixote Family, led by Doflamingo, is involved in illicit activities in the underground scene, such as drug trade, human trafficking, and selling substantial quantities of war weapons, its position as a middleman serves to maintain a delicate balance among the major forces.

Despite Vice Admiral Tsuru's operation to eliminate the remnants of the Donquixote family and others conducting a significant cleanup, the damage to the underworld was not enough.

Moving on to Pecoto Holy Island, situated in North Blue, it stands out as one of the large islands in the region, characterized by vast plains. The Bananka Kingdom holds sway as one of the ruling powers on this island.

On Pecoto Holy Island in North Blue, there are three countries, each vying for dominance, and they are in a perpetual state of conflict. Doflamingo had previously engaged with these three nations, supplying substantial arms for their wars and reaping significant profits. (T/N: an original island)

Since Doflamingo's downfall, although there hasn't been any large-scale warfare among the three countries, minor tensions persist at the borders.

After the Soviet Chamber of Commerce established its headquarters on Pecoto Holy Island and assumed the role of a neutral mediator, the island's residents enjoyed a period of peaceful coexistence.

The Soviet Chamber of Commerce is a recently established business organization in North Blue. Identified by a red flag featuring a sickle and a hammer, the chamber's backers remain mysterious. The president of the chamber, known as the Golden Emperor, leads the organization. Despite its brief existence, the chamber's ascent has been nothing short of remarkable. (T/N: Don't know why a chinese author wants that.)

Currently, the Soviet Chamber of Commerce has risen to become the second-largest commercial force in North Blue, and its formidable armed forces evoke fear among all factions in the region.

They possess a significant number of Devil Fruit powers, which are highly sought after in the underground market. Even the most ordinary Devil Fruit commands a starting price of 100 million in exchanges and is often considered priceless. The moment one becomes available, numerous individuals vie to acquire it.

This power has the potential to elevate individuals to new heights with just one step.

The Soviet Chamber of Commerce has revealed more than three Devil Fruit powers, not to mention the ones kept in secrecy.

When the Chamber of Commerce initially emerged in North Blue, various factions sought to incorporate what appeared to be an innocuous entity, including the Capone family.

The Capone family, counted among the top gangster families in North Blue, comprises three branches.

While the three branches don't always act in unison, and conflicts among them are common, they maintain a consistent external demeanor. The most recent branch of the Capone family is currently attempting to assimilate the Soviet Chamber of Commerce.

Initially, it was believed that the chamber of commerce with its mysterious origins could be easily dealt with. However, to everyone's surprise, it was swiftly vanquished by an adversary. This single battle elevated the Soviet Chamber of Commerce to fame and made it a target that other factions hesitated to confront.

Now, at the top floor of the Soviet Chamber of Commerce headquarters building, a grand office adorned in gold with luxurious decorations takes the spotlight. A man, dressed in a regal combination of gold and silver, stands proudly in front of the floor-to-ceiling windows, silently observing the bustling crowd below.

Seated on the orange sofa, a young boy holds a long knife with a "cross" pattern on the scabbard, its blade towering as tall as an average adult.

"Tesoro, have you figured out how to handle the Capone family's retaliation?"

The young man on the sofa couldn't help but inquire upon seeing Tesoro appearing so relaxed and content.

Despite the Soviet Chamber of Commerce displaying its formidable strength to various factions in North Blue recently, it came at the cost of provoking the Capone family, a prominent force in the region.

While they inherited some of the Donquixote Family's legacy, including potent Devil Fruits, they lacked the organizational foundation and a figure capable of truly calling the shots.

Even with Tesoro's formidable Gol-Gol Fruit and Op-Op Fruit abilities, their acquisition had been relatively recent, and their physical training hadn't pushed beyond the limits of the human body.

"Capone family? Haha! If a supposed leader hadn't materialized and forcefully united the three branches..."

"Oh, no, there are only two branches left now, and we can effortlessly match either one."

Tezzolo turns around upon hearing this, the goblet of red wine in his hand swaying gently, a hint of disdain on his face.

"But the current reality is that we can't fend off their takeover on our own. You should be well aware of their intentions."

"The supposed revenge is merely to soothe the family's sentiments. The actual aim is the wealth we possess."

The young boy's face remained composed, displaying a maturity incongruent with his age.

Despite the recent establishment of the Soviet Chamber of Commerce, it has swiftly grown into a formidable business empire, leveraging elements from the Donquixote Family's legacy and Tesoro's innate business acumen.

"I'm aware his ambitions extend beyond us, but..."

Tezzolo smiled knowingly and took a sip from the glass of red wine.

"No matter how ambitious he is, that man's overwhelming strength will bring him back to reality!"

(A/N:PS. I remembered wrongly. The Capone family is from West Blue. I'm really sorry. There is no way to change it. If you don't like it, just skip it.)

(T/N: I think I mention there would be plot hole in the future, and this is it. This is just a short story of 5-6 chapters with no major points, so you guys cab skip it if you want.)
