Chapter I: Broken World: Enter Kowareta Sekai City: ARC II: PRESIDENT RAEGAN RODRIGO.

During a regular election, a country would choose their leader through a series of evaluation of said leader. However, the candidate would present himself would determine the general publics choice.

However, Raegan Ricardo Rodrigo found a way around this. Not that I would know. What I do know though is that this man found a way to rule over the entire world as its president.

Quite the milestone but expected.

Raegan Ricardo Rodrigo was born a natural genius. At six months of age, he could walk, talk, read, count, and argue like an adult. At age nine, he finished university, while providing for his family.

By fourteen, he had Ph.Ds. in 8 sciences. Finally, at age twenty, he would become the ruler of the world under a cape of democracy.

He gave the world exactly what they wanted. A competent ruler.

Raegan Ricardo Rodrigo resided within his final level of Beta-Stage. Although he has the capacity to reach Artesian Stage, he does not see the value of residing within a stage that will make him more noticeable.

Felix would pace up and down his garage while Damian tried his utmost best to fix a Rubik's Cube on the couch within the garage.

Felix would be reading from the book he found in the Juvenile Correctional Centre.

"Clearly this guy is a genius, but what kind of genius would willingly live in this town? He rules over the world. So, how come we cannot leave this place without losing our memory of ever wanting to leave in the first place, but he can?" Felix pondered aloud to himself.

Damian shrugged, giving up on his Rubik's Cube, which he tossed to the side. He then turned on the news channel.

"Speak of the devil." He laughed as he pointed at the television, looking at Felix.

On the news channel, President Rodrigo would be giving a speech that broadcasted over every news channel worldwide. This speech took place at the center of Kowareta Sekai City, Town's Square.

"Dear citizens of all nations across the globe. A new entity has found itself onto our planet once more and has been wreaking havoc in the Himalayas. Militaries everywhere fear that this entity may come for their countries next and have begun preparations to attempt to abolish this entity. However, I assure you that none of it is necessary. I have already planned for the extermination of this creature. I took a vow when I became world leader. To protect this planet and that is exactly what I intended to…" Rodrigo spoke confidently with his usual resting face before he was interrupted by a bullet that hovered before his face.

It was a bullet round from a sniper rifle. He turned to look to the side to which he saw the culprit atop a building. The sniper attempted to take another shot but was stopped by Rodrigo who seemingly effortlessly made his way to the sniper with exceptional speed.

He grabbed the muzzle of the rifle and bent it with ease. The sniper shivered and dropped the gun in fear and confusion. 

The sniper then tried to act smart and attack Rodrigo with a knife. Then, suddenly they appeared above the audience. Multiple feet in the air, Rodrigo floated, holding the sniper by his shirt as he dangled from his hand.

"It appears that somebody was stupid enough to send an assassin after me, ladies, and gentlemen. There is only one course of action for such treason. Execution." Rodrigo declared before dropping the assassin.

The assassin fell to his death in the middle of the crowd. Women screamed and children panicked as men looked for a way out for their families.

And in an instant, with just the raise of his hand, the crowd and all its commotion were silenced. It was truly a show of his power over his citizens. Quite amazing.

"This brings the speech to a grim end. I will take my leave now." As he ended it, paparazzi, and journalists from within the city rushed to get questions answered. 

Rodrigo brushed them off and simply just got into his limousine.

"Sir. Mister Strand has been located within the Grey Mountains. Seems he made himself a home there like the caveman he is." The president's chauffeur informed him. He chuckled as he signaled him to go there.

"If I may ask, sir… why do you wish for Mister Strand to go to Himalayas? Why not the military?" The chauffeur questioned as he drove off.

The president looked out of the window, gazing upon a beautiful green landscape. For a brief moment, a vision of the very landscape came to him. It was burnt black and went from a utopian sight to a dystopian within the vision.

He sighed at what he saw.

"Beside me, Scythe's the only other person that can leave the city. You should know this, Yael." Rodrigo responded, laying down on the backseats of the vehicle.

Yael nodded as they continued on their path.

Heath and Freddy were walking through the town, eating ice-cream. They were on their way back to the Fletcher residence. 

"So, you got rid of the Easter Bunny at school?" Freddy asked Heath, whilst he gobbled up his ice-cream.

Heath nodded as he was checking his surroundings.

"The black-haired Emo-Kid? Yeah, he was annoying me. Plus, he was looking for a fight." Heath responded. He had already finished his ice-cream.

"I wish I was there. I wanted to talk to him. Why was he after my brother anyway? He is a War Clan Leader. Eli is small fry compared to the people he kills daily. It doesn't really make sense to me." Freddy spoke as he finished his ice-cream.

Heath just nodded. He seemed out of it to Freddy. Freddy looked around as well. He could see that Heath was on guard.

"What's wrong, Heath? Something up?" Freddy questioned. Heath pointed to a little boy sitting on the step of a cat café.

"You see that kid over there?" Heath asked Freddy with a killer's expression on his face.

"Yeah. What about him?" Freddy seemed a bit confused.

"Can't you see it? That dark aura around him. He smells of pure evil." Heath cracked his knuckles as they drew closer to the young boy.

"I don't see it. Even if so, he's just a little kid." Freddy declared to Heath.

Heath sighed as they just walked past him.

"He's a kid now. He looks like he might be trouble to us in the future. That kid… is very off." Heath announced to Freddy.

The child was holding a cat, petting it with love it seemed. Right after Heath and Freddy past him, he broke the neck of the cat he held.

He then hummed as he got up, tossing the cat back into the café. He then walked off in the opposite direction.

The boy wore a blue hoodie with a small cat symbol on it. His black hair covered his red eyes and small black pupils. He wore a proud sinister grin. He was roughly nine years of age.

Freddy and Heath opened the garage door as they were surprised to see Felix pummeling Damian with punches. Felix sat atop Damian's chest. Damian tried his best to block every punch, but Felix threw them faster than he could block.

"You are too slow. You are going to die out there, Damian." Felix said with a monotonous tone before breaking Damian's nose. Damian grunted in pain as Felix then got off him.

He turned to see Heath and Freddy staring at him in confusion whilst Damian rolled on the ground in pain.

"Something the matter?" Felix questioned as he wiped the sweat from his forehead.

Damian slowly got up, holding his nose in pain while blood leaked from his nostrils.

"Why were you pummeling Damian's face?" Freddy asked in a polite tone.

Heath walked over to Damian. He took Damian's head as he punched his broken nose again. Damian screamed in excruciating pain.

"That should fix it." Heath spoke before walking back over to Freddy.

Heath punched Damian's nose back into place. Nevertheless, the pain was too extreme for him, and he fell unconscious on the floor.

"Training, little brother. Training." Felix responded to Freddy's question as he stretched his body.

Heath chuckled, mockingly. Freddy just sighed in disbelief.

"I know what you're thinking, both of you. I know Damian is in the lowest stage at the lowest level, but he is stubborn and very difficult to kill. He is truly like a cockroach." Felix declared before taking off his shirt, revealing multiple scars all over his upper body and abdomen.

"Why are you training him anyway and where'd you get all of those scars from?" He questioned Felix with enthusiasm concerning the scars.

Felix sat down on the couch, getting himself comfortable. Freddy walked over to a table filled with unfinished gadgets and robots.

"When I was fourteen or fifteen, I was arrested and placed in a Juvenile Correctional Centre. The only one in Kowareta Sekai City. You probably have heard of it. However, its reputation far precedes what most believe about it. It has a similar reputation as Alcatraz, but just for children and teenagers. Believe me, the inmates in there are truly a force to be reckoned with. They also only understand one language… violence. They even had a six-year-old in there. The story goes as such…" Felix began to explain before Heath interrupted him.

"All I asked was the history of the scars and why you're training the red head." Heath announced with a bored expression resting on his face.

"I was getting there. Be patient." Felix responded accordingly. Heath shrugged and signaled him to continue.

"Anyway, the reason that six-year-old was in juvie. He was obsessed with the greatest criminal and villain the world has ever seen. Scythe Strand the Second or just Strand. He was a dictator, warlord, monarch, terrorist, etc. Long story short, Strand was a very evil guy, and he did it for a very long time. As if he was immortal or something. He disappeared a few decades ago. Nobody knows if he is still alive or not. Now, the six-year-old looked up to this villain and wanted to follow in his footsteps. When I saw him in the juvie, I could see he was in Beta-Stage, but it was purely evil energy emitting from his body. Everybody in the juvie avoided him. Unfortunately for me, we shared a cell. And every night, he tried to kill me. So, that is where I got all these scars from. Some of them are from my father. That six-year-old's nickname was The Evil Devourer. His power is feeding off any and all negative energy. And his kill count is three-hundred-and-eighteen, including his entire family. I am training Damian because War Clans are after me, and I want to create my own War Clan." Felix ended his explanation before closing his eyes and laying down on the couch. He yawned.

Heath smirked, and Freddy turned to look at Felix, his eyes wide.

"I think we walked past that kid you're talking about, Two-Week-Prodigy." Heath said with an excited grin on his face.

"I think so too." Freddy stood in agreement with Heath.

"First off, please stop calling me that. It is a stupid nickname. Secondly, stay away from him as much as you can. He has a bounty on his head as well. The second highest bounty to Strand." Felix elaborated with his eyes still shut.

"Bounty?" Freddy questioned in confusion.

Heath then pulled out a small device from his pocket. The device was as small as a keychain but had a screen on it.

"Is this what you're talking about, Delinquent?" Heath asked with a straight face as he pointed the screen to them. On the screen was Felix's face with a bounty beneath it.

FELIX ELIJAH FLETCHER aka THE MYTH

WANTED DEAD OR ALIVE

BOUNTY: $ 60 000 000

Felix looked at Heath in suspicion.

"Where did you get a Threat Locator from?" Felix said with a dead tone as a light-blue glow began to cover his body.

"Calm down, Delinquent. I swiped it off of the Emo-Kid two days ago." Heath swiped left on the screen multiple times as many different individuals with bounties on their head popped up. 

"Most of these people were in juvie with me." Felix declared as Heath stopped on The Evil Devourer's bounty.

SLATEM "THE EVIL DEVOURER" PARCS

WANTED DEAD 

BOUNTY: $ 260 000 000.

Freddy's eyes widened as well as Heath's in sheer shock.

"His bounty is Two-Hundred-and-Sixty-Million Dollars?!" Freddy shouted, nearly falling off his chair.

Their mother shouted from upstairs.

"Felix! Frederick! I'm trying to watch my show!"

"Sorry, mom!" Both shouted in unison.

Heath chuckled profusely, hiding behind his arm. Felix and Freddy sighed simultaneously.

"So, his real name is Slatem Parcs. That is valuable information." Felix nodded, speaking aloud to himself. 

"Anyway, why do you want to start your own clan, brother?" Freddy questioned his older brother's reasoning.

"When it comes to clans and civilians, there is a big difference when it comes to fighting. A clan member can do as they wish to a civilian with nearly zero consequences thereof. Some clans are untouchable by even the authorities. However, when a clan member wishes to fight a member of an opposing clan, arrangements have to be made and reasons have to be stated. In other words, I am creating a clan to find out who exactly is after me, and why?" Felix announced with a smile on his face.

Heath cringed and slapped Felix in the face. Felix's head hit the couch's arm rest with a great thud.

"What the hell was that?" Felix grunted in confusion, holding his head in pain.

"You smiled. It's creepy. Don't do that." Heath responded as Freddy laughed in the background.

"Anyway, Felix. Since you're creating a clan, I'd like to join." Freddy made an unusual request with a broad smile.

"Me too! Sounds like a lot of fun. Plus, I might get to pummel the Emo-Kid again." Heath followed in agreement with Freddy, cracking his knuckles.

Felix looked at them. He contemplated for a few seconds. He knew even if he refused them, or more specifically, refused Freddy, he would force it either way. He then sighed loudly, cracking his neck.

"Fine. However, since I am Clan Leader, you have to follow every order I give with no hesitations. Are we clear?" Felix said, sternly.

"Yes sir!" Freddy saluted Felix and his words.

"Sure. Whatever you say, Bossman." Heath responded with a grin.

Damian raised his hand from where he was laying on the ground.

"So, you are awake?" Felix asked, raising his eyebrow.

"Me… too." Damian agreed with Heath and Freddy, still in a terrible amount of pain.

They all began laughing aloud, joyfully. However, they did not know what true pain awaited them in their endeavor.

About four days later, Felix Fletcher's War Clan was registered in the Dark Authority Unit. A syndicate which controls and directs all dark and criminal matters within Kowareta Sekai.

"So, The Myth has decided to join our ranks. That is quite interesting, wouldn't you say, Jacob?" The leader of the D.A.U spoke with a cigar in his mouth.

His face had a skull painted on it. The same theme was painted on his right hand. He wore red, fingerless gloves and a green hoodie with cat ears. He had green eyes and black hair which was everywhere. A bedhead. He had the same cat symbol Slatem Parcs had on his hoodie. He wore baggy pants with sandals as he walked over to Jacob.

Jacob wore a mask over his mouth. He had golden-yellow eyes with flowing white hair of average length, which was brushed. He had a few piercings in his ears and wore a blue jacket with a lot of pockets and a white pants with just as many pockets. He just nodded as a response to what the leader said.

The leader frowned as he took off Jacob's mask. Jacob glared.

"Use your words, Jake." The leader tossed the mask next where Jacob was seated.

"I don't really get why you're so excited that Eli has a clan. We have no business with the Fletchers, Skully." Jacob responded as he put his mask back on.

"On the contrary, a Fletcher put that bounty of Elijah's head, my brother-in-arms. So, it is even more our business. Even more so since Elijah and Parcs were in the same juvie." Skully span in a circle as he jumped in the air.

"Things are becoming quite interesting." Jacob said as he got up and headed for the door.

"Where are you off to?" Skully questioned Jacob.

Jacob continued walking.

"Getting some fresh air. You need to get out of the bunker too. I might scout the Fletcher's as well. What is their clan's name?" Jacob stopped at the door.

"The 73-Clan" Skully grinned as he responded.

Jacob nodded as he headed out, closing the door behind him.

"Maybe I should get out of the house a bit." Skully spoke to himself. He then shrugged and sat back down in his chair.

President Raegan Rodrigo came upon the mountain where Strand resided. A door stood in front of him. Yael stood behind him. He knocked on the door.

"Scythe." Rodrigo said as he knocked.

Strand opened the door, yawning. His eyes widened as he chuckled.

"Raegan, or should I say Mister President. To what do I owe the pleasure?" Strand teased as he rubbed his eyes.

"It's been a long time, Old Friend." Rodrigo smiled widely as he shook Strand's hand.

Strand returned both the smile and the handshake.

"It has indeed." They broke the handshake as Strand looked down at Rodrigo.

"I am actually here on official business. An alien has landed somewhere in the Himalayas, and I need you to go exterminate it." Rodrigo made a request unto Strand.

"I see. Sure. But, you know my usual payment." Strand grinned as he launched a punch straight to Rodrigo.

Rodrigo dodged with his eyes closed. Strand chuckled as he looked at the President.

"That power of yours is quite annoying. Seeing the future." Strand announced.

"I do not see the future. I see every possible outcome of every situation and use nothing but intellect to decide which of the possibilities is most probable to occur." Rodrigo corrected Strand, grinding his teeth together.

Strand looked at Yael and raised his brow.

"That's seeing the future, my friend." Strand laughed.

Rodrigo sighed.

"I need you to go on the mission effective immediately, Scythe." Rodrigo gave him an order.

Strand began hovering in the air as he nodded.

"You do not order me, Mr. President. Nevertheless, it shall be done." Strand then flew off with his arms crossed.

Yael stared in awe.

"Do not be fooled, Yael. He cannot actually fly. He is using stitches, or what he calls, strands to defy gravity. He walks on them. He does it so fast, it seems as though he is flying." Rodrigo explained, walking back to the limousine as Yael followed.

They got back into the vehicle and drove off, back to The Rodrigo Residence within Kowareta Sekai City.

As they passed a backstreet, the saw a meteor stuck within the ground, in a crater. It had a dark-blue glow emitting from it.

"What is that, Mr. President?" Yael asked, looking in the rearview mirror at Rodrigo.

"That thing is the reason people cannot leave this city." Rodrigo responded as Yael nodded and continued to drive.
