Once the ruffians and criminals of the Goldenrod Kingdom bear a grudge against those Northerners, we, as neutral administrators, can assume a mediating position.

The Northern foremen need our support to secure their positions, and the Goldenrod Kingdom's ruffians, in their quest for power, can no longer afford to treat us as enemies.

The best part is, by demonstrating that proper work is rewarded with praise and elevation of status, we provide an excellent example for those workers still at the site who haven't yet made up their minds.

In this way, people's minds become settled.
