"How many of these offenders are there in the city?" Clark had been observing these humans. 

Each one of them had solid muscles, obviously professionally trained.

Faced with the challenges of the higher-level zombies, they didn't bow down or beg for mercy.

"There are probably around twenty thousand offenders in the city, captured through various channels. Some are war prisoners, and some are slaves!" 

Chloe spoke directly, seemingly afraid that Clark would find her explanation insufficient. She added,

 "Becoming an offender isn't easy. First, they have to prove themselves. Ordinary people don't stand a chance. And once they join us, we release their information. They immediately become wanted by humans, leaving them no way out!"

"Why keep these guys around, to feed them?" Clark deliberately asked.

"Of course not. Some of them are suitable for certain tasks. Those who are injured or can't perform tasks anymore will be eaten!"
