East Town used to be the supply base supporting Day After Tomorrow City, with many volunteers still remaining locally. As a competent politician, the Mayor of East Town immediately used the East Town radio to issue a notice after learning of the revolt in the shelter, demanding everyone to unite and transport all supplies to the mine. To buy time, he ordered the East Town Police Station to blow up the highway bridge leading to the shelter outside East Town.
On the other hand, the Mayor also sent people to negotiate with the volunteers, trying to persuade them to join him.
The mine chosen by the Mayor was a good place with numerous bottomless tunnels that could be used for storing supplies and arranging accommodations. Outside the mine, there was a 0.5 square kilometer platform flanked by precipices on two sides and mountains on another, with only one road. As long as this road was blocked, the mine could be isolated from the outside world.
