He believed that in this current Apocalypse Era, humanity needed to unite and could not fight alone. The biggest obstacle in his expanding territory was the Veteran Base, which stubbornly delineated their sphere of influence and did not allow the Survivor's Alliance to enter.
Stone told Shana that he had more than a hundred armed gunmen, but considering the need to unite all humanity, he maintained a restrained attitude toward the aggressive stance of Veteran Base. If Railroad Bridge Base could nominally join the Survivor's Alliance, they could surround Veteran Base from north and south, forcing Veteran Base to join the Alliance as an independent base.
