What in the HELL is a Death Sinner? (Story Background Details)

Residents of Hell and Their Basic Nature

Hellions:

Damned humans or other rare beings who've lost their souls and are sent directly to Hell. They lose any humanoid appearances and become soulless, hellish demons and/or beasts. Can never enter the human world again without human possession or in a dark vessel.

Transient Souls:

Spectral spirits who have died but retain human souls. They are not living, however. They must face judgment by the domain master, who answers to the reigning Queen. Which circle they go to depends on how they lived their lives and/or how they died. Most are humans who sinned in some way but are not evil enough for auto damnation. Suicide is a guaranteed method to enter the domain of Limbo and face harsh punishment. They can briefly interact with the human world but cannot freely return or hold a form. They still have basic human needs and enjoy the same pleasures, but they can never die. They cannot reproduce, making the population of children scarce in the Limbo domain. They can only be killed by the domain Master, Queen, or those known as Death Knights.

Living Souls:

Very similar to Transient Souls, but they are still living and retain their human nature. They can freely pass between the domain of Limbo and the human world without limit. They can even live among humans and interact with them as though they're the same. They can reproduce, even with a human, but their children will still be born living souls. They will live forever, never aging once they've reached maturity, and can't be damned. Their original origin is unknown, but they have a clear defining trait to distinguish them. They are the only souls who have Magic Abilities and can utilize them in unique ways.

Death Knights:

Living Souls who have been bestowed with advanced Elemental Magic by the Queen. It's more of a title rather than true existence, but they can't quite compare once activated. They are essentially the Elite in the domain of Limbo, and the Queen's personal soldiers.

Death Sinners and the Domain of Limbo

Who Will Become a Death Sinner:

Humans who die with souls that are tainted but have potential for redemption. (Transient) Humans who commit suicide, forsaking the gift of life. (Transient with no redemption) Those born of living souls or a living soul and a human. They'll always be Living Souls. Angels who defy the heavens. They shall be cast down, judged, and assigned damnation.

Power of a Death Sinner:

Living Soul Death Sinners are the only ones who possess Magic. This is their power. Their Magic can manifest in a variety of ways, usually depending on their soul's nature. Magic has nine elements: Flame, Mist, Terra, Spirit, Chaos, Frost, Storm, Flora, Wind. This Magic is different from the power Hellions possess, which is that of True Demons. However, this Magic can be strong against Hellions, especially Magic of Death Knights.

Arriving in Limbo:

Upon arrival, the souls will be greeted by a sole administrator, who will register them. Once registered, they will be sent to a holding facility to await their class assignments. Once assigned to either the Transient or Living classes, they will receive an evaluation. Evaluation will determine their risk status in three brackets: Stable, Mild Risk, High Risk. Stable individuals can join regular society among the general population as new citizens. Mild Risk individuals will require a correctional period, reevaluation, and a Stable status. High Risk individuals will be held in a correctional facility fulltime, until deemed Stable.

Living in Limbo:

The exclusive home for Death Sinners; Transient, Living and Death Knight souls alike. Despite being bound by loose guidelines and rules, it has become a lawless city recently. Sinners are primarily of a lower class standing, with limited middle and few high citizens. It's a very cutthroat and competitive society. You can typically only trust yourself overall. It's expected that you'll work and contribute to society until approved for final judgment. You only get one chance to be judged by the DM. If you fail, Limbo is your final home.
