When Kizaru launched an attack on the Kumogakure, the village elder had already arranged for subordinates to inform the Third Raikage, who was away from the village.
Similar to the Konoha using ninja hawks to convey messages, the Kumogakure also had its own flying ninja beasts.
About ten minutes after Kizaru initiated the attack, the Third Raikage received the news of the village being attacked.
