Though Zhouzhou was indeed incredibly capable, she was still young, and lacked experience. Throwing her into missions that were too dangerous right away would be risky, and Zhao Xinghua was cautious about such decisions.

He didn't want any accidents to happen before she had developed the skills needed to handle such dangers.
