Han Li was very optimistic about this.
If it were someone else, they would play it safe, and involve themselves in something more 'stable', but Han Li was confident in the system.
Once these things were his, the system was sure to milk them of any value that could come out of them. It was like passive income but even better since everything was his.
As for making losses or the complexity of it all, Han Li knew exactly who to dumb these problems to.
Shangwei is a major city in the East Sea but it was as if everybody was surprised by its rate of growth. It was not like the capital where everybody was anticipating its growth.
Shangwei just grew like a weed. There was hardly any proper planning for a city of its size. There was a plan, but Shangwei was already three times bigger than it was initially anticipated.
This led to the city having several problems that Han Li was planning on capitalizing on, but he had to establish himself step by step.
A plan had already formed in his mind and he just needed to refine it and get capable people to handle it. There was no way he would put himself in the frontline over such matters.
If that were the case, it would be more enjoyable to do the dumb thing and buy real estate to sit on and complete the mission without any hassle.
Han Li thought of all these things as he made his way to the gym when he ran into Wen Qing.
"Good morning, Brother Han."
"Morning, Sister Qing. Are you already done with your shift?"
Han Li looked at Wen Qing who was wearing hot pink yoga pants and a white fitness top and he could not help his stare.
That high ponytail that exposed her graceful neck made him feel a stir that he fought, trying not to overly size Wen Qing up.
But the lady seemed to have other plans.
"So, how do I look?"
"Hot as hell. Are you going to work out in that?"
"Yes, what is wrong with that?"
"Nothing. It's just too distracting. It is a good thing the gyms are divided."
"oh, were you excited seeing me in yoga pants? I know a few moves I can show you."
Han Li looked at her teasing smile making him feel insulted. Just because he did not make a move at that time did not mean that he was less of a man. It took his everything to hold himself back. His body had changed and just seeing Wen Qing in such revealing clothes, doing provocative poses made his blood boil.
"You're playing with fire Sister Qing."
"More like a wet matchstick. Are you even a man?"
*Pah*
"It's too early for this, you better get back to work."
Han Li continued his journey to the gym, leaving Wen Qing holding her plump rear with an incredulous look, red like an Italian tomato.
"He- he spanked me?!"

"That felt oddly satisfying."
Han Li sighed as he looked at his right hand savoring the feeling he got from copping a feel.
The perfect blend of softness and firmness, it was like he had somehow touched the very definition of femininity. Han Li could see himself getting intoxicated on this.
And what's up with that reaction? He admitted that it was a bold move, but Wen Qing was not an innocent maiden, fresh and inexperienced.
She became a blushing mess with such a 'simple' thing? Who was the virgin between them? Han Li wondered what expression she'd have if he was bolder.
"Let's concentrate on other things." It was too early to get aroused and he had nowhere to vent. He could only work out more and channel the energy.

"Lawyer Tian, welcome. Join me for breakfast."
Han Li greeted a lean middle-aged man dressed in a proper suit, carrying a leather briefcase. He was the very stereotypical lawyer template. The only difference was that his head still had a decent populous.
"Hello, Mr. Han. A pleasure to meet you again."
This was the man that Han Li had worked with to set up the fund. Lawyer Tian was the best among the many that were involved and Han Li took the initiative to remember him. He was also the representative of the Grand Shangwei Hotel. At least, the firm he worked at was.
"So, how may I be of service today?"
Just look at this. Have you ever seen a qualified lawyer so polite? Not that Han Li had interacted with many private lawyers, but he had seen a couple of public defenders and it was just different.
"Lawyer Tian, what do you think of the current state of Shangwei?"
"Mr. Han, that is a difficult question to answer. It is too broad and I could talk for hours on end and still not exhaust the topic. Please be more specific."
"True, what do you think about the economy and its development."
"…"
The subject got broader. For the first question he only needed to give a general outline and some casual opinions, but now, he had to go into specifics and back his opinions with facts and careful speculation.
It made Lawyer Tian sweat a little.
Han Li was a very intimidating man in Lawyer Tian's eyes.
His casual spending was one thing that could qualify him as wealthy, but have you ever seen someone spend more than a billion yuan on strangers?
Not everyone could set up a fund just because they had money. With the strict laws of the municipal, it was impossible, especially with the terms that were in the contract.
But Han Li did it in less than a day. The strangest thing was that there was almost zero intervention from the Education Bureau. They only sent one representative with the permit and all the paperwork was approved.
Lawyer Tian did not know what to make of it all. Even the mayor could not do it as fast as Han Li had.
"Shangwei is developing well, but I think that this trend can't hold for long. Labor, benefit, protection, and equity. These are well in balance now, but it will soon become a problem."
"Oh, tell me more about it and I might just give you work."
