What did that imply?
It meant that beneath the seemingly prosperous facade of London, nearly half of the residents were living in slums!
In such a situation, if housing prices were too high, causing half of the residents to be displaced and end up in the poorhouse...
The entire social system would collapse!
You see, it was the slum dwellers who were the small cogs supporting the normal development of London!
Without the nobility above them, London would suffer no impact, but without those cogs... London wouldn't be able to function!
