The Grey-cloaked People are a secret organization, and so is the Organization of Water, only that the former is powerful while the latter is weak. However, till now, the Organization of Water has firmly held on to their secrecy, meaning their tracks have never been discovered by anyone.


The Organization of Water had claimed several victories against the Grey-cloaked People; as of now, they held the upper hand. That was because the Organization of Water operated in the shadows while the Grey-cloaked People were exposed. This allowed the Organization of Water to strike lethal blows before the Grey-cloaked People could react, reaping the advantages before quickly retreating.
