Sam and his teammates are currently present inside an under-construction building. In those 4 hours, they searched around the whole city to find out the information regarding that criminal. 

The name of that criminal is Thomas Maity. He is around Early Elite Grade. He is a spell caster. 

As he was part of the examination committee, he also learned a lot of information from the Warrior Association. The examination committee is basically another part of the Warrior Association. 

After searching for 4 hours, they finally got to see that people had noticed that person around this area. Using observation techniques, Sam and his team slowly enter that under-construction building. 

After a while, they went downstairs. The under-construction building is empty. There is nothing present there except that pathway that leads you toward the basement.
