Most of the True Gods used this method to incorporate their Divine Artifacts into their bodies. They nurtured them with their Divine Power, increasing their compatibility with the Artifacts. It might not be enough to raise the artifacts' grade, it was definitely possible to increase their power.
This was information that Haru learned from Celestia. This was because she had her own Divine Artifact hidden within her body. That was her Natal Artifact which was currently sealed, so it could only release raw Divine Power. Its seal would slowly get released as her strength increases. At its peak, it would reach the level of a God King Tier Artifact.
Haru didn't have Divine Power so he could only nurture the scepter with Divine Crystals. According to Celestia, there was no limit to the level to which the scepter could reach. In the future, it would even become a God King Tier Artifact which was typically wielded by God Kings!
