The Ending Phase

(recap) (Cortez) "Fine. I’ll tell you. But it won’t matter. The Phoenix Initiative is launching from a secure underground facility beneath the old Elysium Tower downtown. The final phase is already in motion."

(Erica, pressing) "How do we stop it?"

(Cortez) "You don’t. Hale has the master access codes, and they can only be used from the facility itself. Even if you get there, you’ll need the codes to shut it down."

(Rio, eyes narrowing) "And where’s Hale now?"

Cortez smiled again, his amusement returning.

(Cortez) "He’s at the facility, waiting for the launch. You won’t make it in time."
