"Following Brother Katakuri's plan is the best way to get the most out of this situation."
Smoothie actually believed that the idea didn't originate with Katakuri. It seemed more likely that someone else had suggested it, and Katakuri just repeated it.
Knowing her brother's personality, she found it hard to believe he'd come up with such a plan on his own.

Shanks didn't want to see that happen, so he intervened.
If only two of the Four Emperors remain, the Marine, with its current four Admirals, might be tempted to act.
The same would happen if Lynch, Garp, or Zephyr were to die here.
As soon as Shanks finished speaking, Benn Beckman jumped down from the city wall and stood silently behind him.
