Katsuyu pointed to the small town below the castle and smiled. "Let's go have a drink and talk about your future plans."
Shishou turned his head toward the castle where Tsunade and the others were and asked, "Should we invite Tsunade and the others?"
He wanted to discuss future plans and developments with them, especially since their help would be crucial when the time came to counterattack the Ōtsutsuki clan's homeworld.
Katsuyu pursed her lips and said, "They're meditating and training right now. Let's not disturb them."
Hearing this, Shishou nodded.
While he could accelerate the growth of the God Tree, the God Fruit was limited, and Tsunade and the others still needed to work hard to increase their strength.
Shishou and Katsuyu then made their way to a ramen shop in the small town below the castle.
As Shishou ordered ramen, he glanced around at the animals in the town, all of whom were wearing clothes.
While Shishou observed the animals, they were also observing him and Katsuyu.
After all, in a town filled with White Zetsu and animals, humans were in the minority.
These animals were Sage creatures that had developed intelligence, much like those in Mount Myōboku and Ryūchi Cave, and had similar thought processes to humans.
This was all thanks to Katsuyu's efforts over the years, training and guiding these animals. It was believed that within a few decades, the number of intelligent animals in Kaguya's Origin Sphere ecosystem would increase significantly.
If this trend continued, it might even lead to the development of a new species, perhaps even similar to those on the ninja world's planet.
For Shishou, this was also a very favorable development.
The more intelligent creatures there were, the more chakra he could harvest, so naturally, he hoped for as many as possible.
After ordering a bowl of ramen, Shishou asked, "Is it possible to start establishing the Netherworld now?"
To maximize chakra collection in the future, Shishou planned to create his own Netherworld within this ecosystem.
He intended to collect the souls of the intelligent animals, much like how the Sage of Six Paths, Ōtsutsuki Hagoromo, had done in the ninja world, to provide himself with additional chakra.
Katsuyu poured sake for herself and Shishou, then shook her head. "These animals have only just developed intelligence. Their souls aren't strong enough yet, and their numbers are still too low. It's better to wait a bit longer."
"Is that so?" Shishou nodded, indicating his understanding.
Both creating and maintaining the Netherworld required a substantial amount of chakra. If the number of souls he could collect was too low, he would end up needing to supplement the operation with his own chakra.
In that case, it wouldn't be worth the effort.
After downing the small cup of sake in her hand, Katsuyu spoke up again, "By the way, have you considered establishing a religion?"
"Religion?"
Shishou placed his cup down, giving Katsuyu a curious look, not quite understanding why she would suggest such a thing.
Thanks to his education in his previous life, he wasn't particularly fond of the concept of religion.
However, as soon as religion was mentioned, Shishou suddenly thought of Hidan.
He had once asked Nagato to keep an eye out for Hidan, intending to use him against the likes of Ōtsutsuki Urashiki and the others.

Katsuyu refilled their sake cups and then slowly began to explain, "These animals are becoming increasingly intelligent. Eventually, they could develop into a completely new species, perhaps even comparable to the ninja world's planet."
"As their intelligence grows, it will become increasingly difficult for you to obtain chakra from them in the future."
"Do you understand what I mean?"
Hearing this, Shishou couldn't help but frown.
He was well aware of this potential issue.
After thinking for a moment, Shishou looked at Katsuyu and asked, "So, you're suggesting I create a religion to manage these animals?"
"Exactly."
Katsuyu nodded, finishing her sake before continuing, "In the history of the ninja world, before the Ōtsutsuki clan arrived, there were many religious sects that practiced natural energy."
"These groups used doctrines and scriptures to encourage their followers to willingly offer up themselves."
"You could consider adopting a similar approach."
Hearing this, Shishou's eyes lit up.
He suddenly realized that Katsuyu's suggestion was quite clever, and it could even be applied to the ninja world itself.
Although chakra could be extracted, if people were constantly forced to give up their chakra, even the most patient individuals would lose motivation.
While Shishou had the power to forcibly subdue the entire population of the ninja world, corralling them and killing those who didn't extract chakra, this approach didn't suit his style and carried certain risks.
If a "child of prophecy" emerged in the ninja world, gaining some sort of external power-up, it could cause unnecessary trouble for him.
However, if he followed Katsuyu's suggestion and utilized the power of religion, it might make things much easier.
Additionally, with his current dominance over the ninja world, he didn't have to worry about anyone else competing for believers.
At the same time, he could establish a comprehensive chakra reward system.
For instance, offering a certain amount of chakra could earn someone a ninjutsu scroll, while offering more could grant them a healing session.
He could easily transfer the reward systems from the games he played in his previous life to the ninja world.
By using a feedback mechanism based on rewards, he could encourage the people of the ninja world to willingly offer their chakra to him.

By combining a reward system with religious faith, the people of the ninja world would undoubtedly become devoted to him, willingly offering up their chakra.
