Indeed, just as Donnie had mentioned to Irving, the crime rate in Atlantic City had indeed increased!
This wasn't Donnie trying to scare Irving; it was a real issue.
To suppress this rising crime rate, stern measures were needed.
Nucky understood what Donnie meant, "Do you want to use this opportunity to drive some people out?"
