"Their power is too strong and must be controlled," Danzo took a deep breath and slowly said, "It's for Konoha."
"They handle their own power well, and they have contributed much to Konoha with their self-developed Ninjutsu. Allowing them to grow freely maximizes benefits," Sarutobi Hiruzen said solemnly, "If they enter your place, it might stifle their creativity."
Danzo's face darkened. What did he mean his place might stifle their creativity?
