For those who don't know, Halcyon has been in something of a pissing match with the Empire, mainly because he doesn't accept gang members at his clinic. This continued to escalate until an attack last week where Victor, Kreig and Rune attacked Halcyon's clinic.
It seems that Halcyon saw the writing on the wall, because when the Empire attacked again last night, Halcyon had some friends of his own.
Working together with members of New Wave, Faultline's Crew and a team of capes that has recently moved into the docks calling themselves The Travellers, Halcyon not only survived this second attack by the Empire, but was able to turn the ambush back on the Empire, taking every member of the largest gang into custody and dropping them off at PRT HQ Boston.
As we have come to expect from Halcyon, we have body cam footage of the fight. Body cam footage from every cape on Halcyon's side.

Ow wow, that's got to have a huge impact on the city. Faultline's Crew are officially villains even if no one really tries to arrest them, right? I've never heard of the Travellers before, odd for such a large team. Same for Profile, though for a single cape that's pretty normal.
How difficult is it go get New Wave to work with Faultline's Crew?
And is dropping them all off in Boston a sign of lack of trust ENE PRT? I could see dropping a few of them off in Boston just to break the group up and alleviate logistical concerns, but all of them has to be a nightmare for Boston and can't be much more secure than here can it?

So is Halcyon bluffing the public and making it seem like he's giving a clue to his identity by calling her crystal in the released footage names rather than Laserdream?
Also, theres gonna be a lot of people asking why he took them to Boston and what that says about his faith in the local PRT
EDIT: Actually, now I think more on it, there's going to be some reporters asking hard questions of the PRT and why they and the local Protectorate didn't show up at all, since you suggest that they'd be kept away by the Empire that weren't attacking Halcyon, but then had them show up and attack Halcyon, so there wasn't anyone delaying the Protectorate at all. Which means they just decided not to come.

I don't think the fight lasted all that long. Five or ten minutes? Though admittedly it was somewhat predictable that the E88 would attack there within a week or so, so the Protectorate should have been semi-ready for it.

Ah, but you see, New Wave had time to show up, and even beyond that, they never saw hide nor hair of the Protectorate after the fight as they were trussing the Empire up and getting them ready for transport, nor did the Protectorate show up trying to take custody as they drove them out of town to Boston. And Velocity of any of them should have been able to do any of that, never mind Dauntless who can also fly like New Wave, or the helicopters they're supposedly able to field since they have a helipad.
Beyond that though, there's the fact that the media should be asking those questions even if there was no way for the Protectorate to get there on time, because they should have been able to get at least one person/squad of PRT Troopers on site in that time. The fact they couldn't means that they had an entire area of the city they weren't patrolling or didn't have a station in, which says a lot of bad things about a Protectorate and PRT that are supposed to look after a large area even beyond the city they're responsible for

New Wave were wearing his cameras, so there was coordination there. Same for Faultline's Crew and the Travellers and Profile. I thought he flew them to Boston rather than drove them. Having a helipad doesn't necessarily mean they field a helicopter, it just means they expect helicopters to stop by sometimes.
But yeah, neither Velocity nor Dauntless showed up, and they're two of the highest mobility capes in the city. If the fight only lasted 5 minutes it's quite reasonable for them to not know what's going on in a sufficiently timely manner. At 10 minutes or more though that suggests that either the Protectorate got confused somehow or decided to ignore the fight for whatever reason.

Have them all charged under the Geneva convention for use of a biochemical agent (gas attack), if they want to act like nazi's they can be charged like nazi's

They could have been asleep, or it was their day off.
Unless you expect all Protectorate capes to work minimum 84 hours a week (7 days a week, 12 hours a day, no holidays allowed), and the two's schedules to have no overlap, then there will be times when neither of the two is on duty.
And if you expect capes to work 84+ hours a week (136 hours billable time), then their hourly wage starts at around "burger flipper" levels. For a job with minimal competition, and high risk of maiming or death.
Oh, and this is assuming that they spend their job patrolling or fighting 24/7, with no paperwork, or other tasks.
In short, the Protectorate physically doesn't have the numbers for what you are asking, unless you have a team of high power Thinkers managing their schedules

I kind of expect Protectorate heroes, at least some of them, to be on call a lot of the time they're not on-duty. Which... might be a bad expectation. Realistically they can't get in to costume that easily. Dunno.
But I figured one of them being unavailable was easy to happen by accident, but both being unavailable was fishy.

Halcyon has gone full psycho. He's more manic as the fight goes on. not surprising that he's coco in the coconut. You must be crazy to see an ambush from the cities largest gang and respond with "yes please".

The wording on this seems a bit... off. I mean, Sure Halcyon was definitely center stage, but this makes it seem like it was his actions alone that took down the E88. Don't forget this was a team effort @accoboari ! Multiple teams, at that.

If heroes have to be on-call even when not on duty, that means extra "semi-work" hours that need to be added to the calculus of "is it worth it, working for the Protectorate". And how would being on call even work for a Protectorate hero? The government is supposed to be taking steps to preserve their secret identities. "If a disaster happens, we expect you to come running out of your home, fully suited up, possibly in broad daylight" is just about the exact opposite of that.
And honestly, the major gangs have spies in the PRT. If at least one of them isn't either on-duty or on-call at all times, then the E88 can just check "when in the next 2 days will Velocity and Dauntless both be off duty at the same time", and attack then. So yeah, I suppose that both being unavailable might be fishy, but it certainly isn't surprising. Just, the actual explanations aren't the sort of thing that you can tell journalists; "Our heroes have times when they want to take off their masks, go off, and relax. The PRT contains some literal Nazis who pass on these schedules to the E88" isn't the sort of thing the PRT can just say if it cares about PR.
Of course, if the PRT doesn't give a good, publicly acceptable excuse for why they weren't there, then the journalists are going to be asking awkward questions and making them look bad. Because that is their job; news about the "heroes" looking like incompetent idiots sells!

Halcyon LPEC has announced a press conference later next week, on Wednesday, the 17th, I'll be hosting the live stream Bay News will be running on the proceedings.
