The plan to suppress the Five-Tails was officially declared a failure.
The current matter at hand was the issue of what to do with the Five-Tails. However, for Danzo and the two elders, it seemed they needed a moment to come to terms with the reality.
"Uchiha Wakika, turned into the Five-Tails Jinchuriki!?"
Danzo's single eye was filled with a mix of surprise and suspicion as he repeatedly asked, "The Uchiha now has a Jinchuriki!?"
"I said..." The Third Hokage rubbed his brow, "That child helped the Five-Tails break free from the seal inside the Iwagakure's Jinchuriki, allowing the Eight-Tails to regain its freedom."
"That child and the Five-Tails have a companion-like relationship; he is not a Jinchuriki!"
Remembering Wakika's temperament, along with the slight burning pain on his back, the Third Hokage knocked on the table.
"And one more thing, do not mention the term Jinchuriki in front of that child. He is very sensitive about the matter of sealing tailed beasts inside humans."
Hearing this, even Mitokado Homura, who previously had a somewhat lenient view of Wakika as just a child, frowned.
"But isn't that unavoidable? The tailed beasts must be sealed; their destructive power is too immense. We can't just... let them roam free, can we?"
As soon as the word "free" left his mouth, Mitokado Homura felt it sounded rather odd.

"But he is also a ninja of the village! A Chunin of Konoha! He must follow orders!"
Danzo finally snapped out of his daze and slammed the table hard, causing the documents on it to tremble.
"The Five-Tails must be allocated by the village, and the candidate for its Jinchuriki cannot be an Uchiha. Allowing an Uchiha to control a tailed beast... Have you forgotten what happened with Uchiha Madara back then, Sarutobi!?"

The Third Hokage did not rush to respond. Instead, he leisurely placed tobacco into his pipe, tamped it down, and lit it with his index finger.

"Danzo, you can personally go and tell that child your orders."

Sealing a tailed beast was mainly to prevent the tailed beast from going berserk and destroying the village, while allowing the maximum possible use of its power.
