One has to understand that even a level 15 human NPC with no profession doesn't have such a high INT because they don't have panels like players, which makes them unable to allocate their free attributes.
Only once NPC obtain a profession would their free attributes be automatically allocated according to their chosen profession. An NPC mage would have their free attributes distributed to intelligence automatically, without their control or knowledge. Players, on the other hand, can choose where to allocate them freely thanks to the panel.
With every level up, all creatures gain 5 points of STR, VIT, AGI, and 5 free attributes. Also 1 INT, 1 WIS, AND 1 CHA. However, at level 2, you can't get the 5 extra stats to the three attributes for some reason.

One had to keep in mind that having 4 skills at level 3 was an anomaly. Not to mention, two level 2 skills that were rare even at level 15... Dylan might be the only one!
No NPC or Player could acquire only skills. Usually, skills only come from professions and special quests. Not from monsters! It could be said that Dylan's Split Soul skill was an absolute cheat!
Monster skills or skills that come from monsters are impossible to acquire by humans due to differences in anatomy or physiology. Dylan's ability directly bypasses this limitation which allows him to gain the skills of mosquitoes and spark frogs.
There are differences even between skills. Skills that were truly your own are faster to level up than skills acquired or learned outside or by external means. For example, the Spark Frog's Firebody or the Mosquito's Fly. Those two were skills that were naturally theirs or they were born with.
They could level them up with just a few practices and even level it up to the max with 3 decades at most. One has to understand that it was almost impossible to level up a skill to five if the skill was just learned outside. Commonly: Skill books, skill scrolls, skill stones, or even those from inheritances.
Monster's skills were usually their natural characteristics that come from their species. They could level it up faster because it was naturally theirs.
From a human perspective, it was faster to level up skills that are related to the profession chosen (mage, fighter, alchemist) than other professions. There is even a profession called "Espers" where they awaken their ability ranging from strange, powerful, auxiliary, useless, which could reach max level faster because it was considered their own!
Of course, Esper abilities are different than skills and are also categorized from F class to S Class. The more powerful the ability, the harder it was to level up. A level 2 S rank ability is far superior to a level 4 A rank ability. A level 5 A rank ability, however, was almost comparable to a Level 1 S rank ability.
In Dylan's case, every monster skill he inherited was automatically adjusted to his body. It was considered his own. Every one of them has the possibility to reach level 5!
Of course, he understood that the more split soul he had. The more and more creatures he would be able to possess, the more he would accumulate numerable skills. It would need a lot of time and energy to level them up. He doesn't have such luxury. He could, at most, choose a few really powerful, useful skills to devote his energy.

Just like that, the steam swallowed the entire deer. A few seconds later, the steam dissipated, leaving only a body evenly cooked. Yes, it was actually edible and good to eat. It was cooked alive by the steam. This made Dylan scared of his own skill... What a torture that must have been!
