My brows drew together in confusion because the mayor had never come to see us since we started living here. The only time we met, there were rules given to us because we were witches. The mayor wanted the city to be safe for humans, so she warned us that we were not allowed to kill humans. If any humans wronged us, we were to report them to the police department.
