Viscount Palmerston: "The current Emperor of Russia is a highly noble-minded person. If on certain occasions the Russian Government has been overly brutal to the Poles, we might consider this a proof that the Emperor's authority was overlooked. In those instances, the Emperor was influenced by some autocrats within the court, not by his own volitions. Moreover, the Poles should have sought a more appropriate solution before matters escalated to military conflicts instead of choosing to overthrow the Emperor. I might even go as far as to say that the Poles were the aggressors, as they were the ones who initiated the struggle."
