Why is this base in Key West? Because it's an island, easy to control without worries of leaks.

Aside from being incredibly powerful, these mutated soldiers also became extremely bloodthirsty; those bitten by them would be infected with nuclear radiation and gradually begin to exhibit aggressive behavior.

The reason these guys broke out was due to an internal issue at the base, leading to the escape of the experimental subjects.
