Chapter 1441: The extremely sinister Proposal

Proposal to re-examine the Sino-British Joint Declaration from the perspective of British interests and democratic stability.

Kowloon was ceded permanently by the British government when it signed the BJ Treaty with the Qing government at the end of the Second Opium War in 1860.

The New Territories, on the other hand, was leased to the British by the Qing government in 1898 under the Sino-British Treaty, for a lease term of 99 years.

The Proposal clearly states that there is a fundamental difference in sovereignty between Hong Kong Island, Kowloon and the New Territories.

The first article of the Sino-British Joint Declaration states: 'The Government of the People's Republic of China declares that the resumption of the Hong Kong region (including Hong Kong Island, Kowloon and the New Territories, hereinafter referred to as Hong Kong) is the common aspiration of the entire Chinese people, and the Government of the People's Republic of China has decided to resume the exercise of sovereignty over Hong Kong with effect from 1 July 1997.'

The Sino-British Joint Declaration clearly states that the entire Hong Kong will be returned. At the beginning, neither Elizabeth nor Margaret agreed, but after a series of negotiations, they agreed.

The Proposal now seeks to overturn the Sino-British Joint Declaration that has already been signed.

At the same time, the Proposal also specifically points out that in the past century, the Hong Kong government has reclaimed land to increase the area by more than 50 square kilometres. This area is not included in the original signed treaty, and all rights to it should belong to the builder, which is the UK, and cannot be used to return to China.

The second part of the Proposal is also extremely sinister in intent, with many subdivisions.

However, the Proposal points out that the Societies Ordinance is not democratic enough, and in order to strengthen democratic construction in society, it proposes to abolish the Societies Ordinance, so that anyone can register and no organisation will be banned.

Another example is strengthening the human rights system in Hong Kong.

The Proposal points out that since the United Nations issued the International Covenant on Civil and Political Rights in 1976, Hong Kong has never accepted it, and there have been loopholes in citizens' economic, social and cultural rights.

The Proposal suggests that Hong Kong needs to fully accept the International Covenant on Civil and Political Rights and make achievements in restricting the death penalty and relaxing nationality and household registration.

Then, in terms of social security, the Proposal suggests strengthening the construction of the British military forces, increasing the number of British troops stationed in Hong Kong, and comprehensively replacing their equipment to strengthen air defence and naval force construction.

In short, the Proposal to Review the Sino-British Joint Declaration from the Perspective of British Interests and Democratic Stability can be said to be an attempt to increase Britain's control over Hong Kong by several levels.
