Rei stood at the center of the main hall, his arms crossed as he studied the holographic map projected in front of him. It displayed Neo-Tokyo in its sprawling complexity, with key points of interest marked in glowing red: MiraiTech's headquarters, Kaito's last known location, and the Oni units' activation hubs.

Kenji approached, his tablet tucked under his arm. "I've narrowed Kaito's signal to the central district. He's using a rotating encryption pattern, but it's not perfect. I'm tracking him as we speak."

"Good," Rei said without looking away from the map. "We need to hit him before he consolidates his power."

Aiko walked in, her katana strapped to her back, a determined glint in her eyes. "How long until we move?"

"That depends on our supplies," Rei replied. "We need more weapons, better armor, and someone who knows how to neutralize those Oni units."

Kenji smirked. "You're in luck. I've been tinkering with something that might even the odds."

The Weapon Upgrade

Kenji led Rei and Aiko to his workshop, a cluttered space filled with half-built drones, glowing monitors, and stacks of spare parts. In the center of the room was a sleek device resembling a rifle, but its barrel was surrounded by coils of faintly glowing energy.

"I call it the ARC Blaster," Kenji said, picking up the weapon with a hint of pride. "It's an electromagnetic disruptor. One direct hit, and it'll fry the neural circuits of the Oni units. But there's a catch."

"Always is," Rei muttered.

"It's slow to charge, and the range is limited," Kenji admitted. "You'll need to get close for it to work. But if we can coordinate, it could give us the upper hand."

Aiko examined the weapon, nodding thoughtfully. "This could work. But we'll need more than one."

"I'm working on it," Kenji said. "Give me a day or two, and I'll have a couple ready."

Rei clapped him on the shoulder. "Good work. Keep me updated."

The Recruitment

Later that evening, Aiko gathered a small group of fighters in the hideout's briefing room. These were the resistance's best—the ones who had survived countless skirmishes and lived to tell the tale.

"Rei and I can't do this alone," Aiko began, her voice firm. "We're up against not just Kaito, but a force that can level this city if we let it. If you're with us, this is the time to step up."

One fighter, a tall woman named Hana with a scar running down her cheek, crossed her arms. "What's the plan? Charging in guns blazing isn't going to cut it against those machines."

"We're not going in blind," Rei said, stepping into the room. "Kenji's working on weapons that can disable the Oni units. And we're gathering intel on Kaito's location. But we'll need a diversion—a big one—to draw his forces away while we take him out."

Hana smirked. "I can handle big."

Another fighter, a wiry man named Ryo, spoke up. "What about the city? If we cause too much chaos, MiraiTech will use it as an excuse to crack down on everyone."

"We'll keep the fight contained," Aiko assured him. "This isn't about destroying Neo-Tokyo. It's about saving it."

After a moment of silence, Hana nodded. "I'm in. Let's take the bastard down."

One by one, the others voiced their agreement.

A Quiet Moment

As the team dispersed to prepare, Rei and Aiko found themselves alone in the strategy room. The map flickered softly, casting their faces in a pale blue glow.

"You're handling this well," Rei said, leaning against the table.

Aiko raised an eyebrow. "Was that a compliment?"

Rei smirked. "Don't get used to it."

She allowed herself a small smile before turning serious. "Do you think we can really win this, Rei? After everything?"

He hesitated, then nodded. "We have to. If we don't, Kaito wins. And this city... it won't survive what he's planning."

Aiko looked down at the table, tracing the map with her finger. "We've lost so much already. I don't want to lose anyone else."

Rei placed a hand on her shoulder. "Neither do I. That's why we'll make this count."
