But, during the event when Accel destroyed the Void Dominion System, the multiversal threat level increased from 5 to 8, giving Accel a warning notice but was unable to give notification and was ignored. And another incident happening during the duplication event, the multiversal threat level increased from 8 to 10, making Accel the most dangerous individual and must be imposed with limitation and punishment or be eliminated. But, elimination was not possible due to his existence.]
