"Who's your leader?" Celia stared at Mizuki, her eyes hard as the interrogation began.
"Um… I don't… know?" Mizuki tilted her head, her normally cheerful expression being replaced by a frown, "There's a government, but they don't really do anything, so I don't know our leader's name!"
Gray stared at her blankly.
A government being useless? This place really is like Earth.
Gray was currently sitting on a large rock, which was sitting in the remains of a crumbled building, which had been partially destroyed by one of the Saiyan pods landing on it. The group hadn't moved far, as Gray, along with Asia, Tamari, Ochaco, Raphtalia, and Celia, were in the destroyed parking garage of a building on the side of the road they had been standing on.
But, this is a perfect time to train [Lie Detection] a bit-
"She's not lying," Celia said blandly, and Gray's face fell.
Right. That skill is pretty much useless as long as she's around.
Celia's still rather mysterious 'ability' was like his [Lie Detection] skill on steroids.
"A man named Agoni is the founder of the Hero Association," Mumen Rider intervened, though he didn't look all that happy to be revealing information to 'monsters,' "While the government handles things like city infrastructure, unemployment, and other things that relate to average civilians, the Hero Association has authority over heroes. Agoni just funds the association, but I guess technically he would be our leader."
"Yeah!" Mizuki nodded easily, smiling again as she added on, "The Hero Association is the one who gives out all the orders!"
"So," Gray hummed, leaning forward as he stared at the two heroes, "The Hero Association is the one making the calls for the whole planet?"
They both nodded at his words, and Celia continued her questioning.
"How is the layout of this planet set up?" Celia asked them, her eyes boring into Mizuki's, "Where is the Hero Association set up? How many cities are there?"
"The headquarters are in City A!" Mizuki answered easily, "This is City J! So, it's kinda far from the headquarters!"
"The further away you get from City A, the higher the letter of the city is," Mumen Rider gave a better explanation, "There are 26 cities, named A through Z."
Only 26 cities on the whole planet? This city is pretty big though.
Compared to a city on Earth, the city around the Saiyan group looked to be much larger. Gray had only taken a small look at the surrounding area prior to starting the interrogation, but from what he had seen he estimated the city was more like the size of a small country than a typical city.
"How are the heroes distributed?" Celia said bluntly again, "Do the higher-ranked heroes stay in City A? Why were you the ones here to stop us?"
"The S-Class heroes go wherever they want!" Mizuki confirmed, "The rest of us get called on this to handle stuff!"
Mizuki reached down into the small fabric covering her bottom, which was tight against her thick thighs and muscular legs.
She has a pocket in there?
Gray stared blandly as Mizuki reached down into the back of the fabric, then pulled a thick phone.
She… she pulled that out of her ass. Literally.
Considering how small and tight the bottom fabric was around her crotch, there was definitely no room for pockets. The phone had been sitting between her thick asscheeks.
"When there's an issue, a notification pops up here!" Mizuki held up the phone, pointing at its screen, "Depending on the threat level, heroes of different classes in the area are notified!"
"Threat level?" Gray raised an eyebrow at her.
"Wolf, Tiger, Demon, Dragon, God," Mumen Rider explained at Gray's look, "Wolf is for an unknown danger. Tiger is for a monster that threatens a large group of people. Demon is for a monster that threatens an entire city. Dragon is for a monster that threatens multiple cities, and God is for a monster that threatens the entire planet."
"You guys are a Demon-level threat!" Mizuki supplied without being asked, "So, a bunch of B-Class heroes in the area were notified!"
Damn, they're really looking down on us.
Gray's Saiyan pride flared up a bit at being considered only a threat to an entire city.
If I wanted too, I could probably blow up the entire planet before anyone could stop me.
"In the area?" Celia muttered as she thought over the information, "So, are there S-Class heroes in the area too, but they didn't come because we weren't deemed threatening enough?"
That could be concerning. If there are any higher-ranked heroes around, then I'll go check on the others.
"B-Class heroes tend to be in the cities between A and Z anyway," Mumen Rider spoke at Celia's words, "S-Class heroes mostly stay in the cities surrounding City A or City A itself, though some hang around City Z. Mostly C through A-class heroes guard the in-between cities. I usually hang out in City Z myself, but I was passing through when the alert came."
"So, if we're not viewed as very threatening, then no one stronger will show up?" Gray hummed.
It seems they won't come to us. We'll have to barge into City A ourselves.
But this was actually a good thing. If they weren't viewed as threatening, then Gray and Caulifla could safely leave the rest of the squad here as they scouted out the stronger heroes.
"Yup! But…" Mizuki rubbed the back of her head sheepishly, "Considering you killed a B-Class hero in one punch, you'll probably be upgraded soon!"
"Yes. A hero dying is a pretty big deal…" Mumen Rider trailed off.
Then there might be some stronger heroes sent here.
Caulifla accidentally killing Tanktop Black Hole might not be as inconsequetial as Gray originally thought.
"How is the association set up?" Gray pried, "You said you were the top C-Class Hero, right?"
Even if Mumen Rider hadn't dramatically announced that he was the top-ranking C-Class hero, Gray could see from using observe that they had a ranking system.
"Yes, the Hero Association divides heroes between four classes," Mumen Rider nodded seriously, "The top heroes are S-Class, then A-Class, B-Class, and finally C-Class."
Oh, so he's not actually considered strong.
Gray stared at the man dryly. He had assumed the class system would go to F, but if C was the bottom, then Mumen Rider was essentially the strongest of the weak heroes. It was like being Rank 1 in F-Class at the academy.
"I'm in B-Class!" Mizuki shouted helpfully, "Rank 71 to be exact!"
"Oh! So it's like the academy!" Tamari nodded.
"That's good, right?" Ochaco asked smartly, glancing at Gray, "These two are, um… weak."
She looked apologetically at the duo of heroes, clearly feeling bad about calling them weak to their faces, "Like, a lot weaker than even me, right? If she's B-Class and way weaker than our C-Class recruits, then their S-Class's will be a lot weaker than our S-Class's too!"
"That would logically make sense," Gray nodded, and he hoped she was right.
Both of the B-Class heroes had power levels that wouldn't be uncommon in F-Class at the academy.
Tanktop Black Hole had been roughly twice as strong as Mumen Rider was, and Mizuki was a third stronger than him at 10 positions higher. If pattern recognition was to be believed, then the top-ranking B-Class hero would only be around 100,000 in power level.
If they continued to be stronger like that at a linear rate, then even the S-Class heroes wouldn't be anywhere close to a billion. But…
"Logic doesn't matter in regards to power," Gray shot down Ochaco's thought process bluntly, "Just because they're weak doesn't mean the rest are. There could be a huge gap between B-Class and A-Class, or an even bigger one between A-Class and S-Class."
Just because the gap between the top-ranked C-Class hero and the two B-Class heroes was small didn't mean that gap would stay consistent.
The top-ranked hero in S-Class could only be a couple of hundred million in power level, or he could be in the billions. We shouldn't make assumptions without knowing.
Even if Harro was the weakest of the planets in the Planet Coalition, it was still included in the S-Class mission. A S-Class mission that had wiped out numerous Frieza Force and Saiyan Elite squads.
There's going to be at least a few tough guys here, guaranteed.
"How strong is each class compared to you?" Celia leaned forward, asking the better questions, "How many heroes are there? How many in each class?"
"Um… a bunch?" Mizuki shrugged unhelpfully, "But the A-Class heroes are really strong, and the S-Class ones are super tough!"
Very eloquent.
"There's a reason we're stalling for the S-Class heroes to catch wind of your arrival," Mumen Rider explained bluntly, "They're all superhumans. Even if we stood no chance against you, they'll take you down. It's fine to tell you this information in order to stay alive, because you won't live to use it anyway."
I think he's got too much confidence in these guys, but we'll see.
Gray grinned slightly at Mumen Rider's words. His body was aching for a good fight.
Granted, being 'superhuman' compared to Mumen Rider wasn't that threatening. The man was still not even reaching 10,000 in power level, so even if the S-Class heroes were a hundred times stronger than him they wouldn't give Gray a good fight.
Hell, they could be a thousand times stronger and still be fodder. They'd need to be about a million times his strength to contend with me.
"The Planet Coalition," Celia intervened again, "What is the relationship between the planets? Who is in charge of the coalition?"
"That's above my pay grade," Mizuki shrugged unhelpfully, "I just deal with the monsters!"
"Indeed," Mumen Rider nodded in agreement, "All that I know is that the other planets are home to many monsters, and that it is our duty as heroes to defeat those monsters if they come here, or if they are born here."
Then Renso was right. Harro does have a tense relationship with the other planets in the coalition.
The briefing had explained that the other planets were home to non-saiyanoid beings, and it seemed the heroes on Harro viewed them as 'monsters.' If Mumen Rider was telling the truth - which Celia hadn't said he was lying, so Gray was led to believe he was correct unless he truly believed incorrect information - then the other planet's inhabitants weren't welcome on this one.
They're a coalition, but they're not completely united.
That was good information to have, but…
"We'll need to find someone else with more authority," Celia said what Gray was thinking, glancing over at him, "We need to gain more information about the coalition as a whole, not just Harro."
"I agree," Gray nodded, grinning slightly as he glanced at the two heroes, "They'll find out about us soon anyway, right? I'll just force them to send a couple guys out here."
While it would be nice to be able to leave the rest of his squad to safely stay in the city while he and Caulifla scouted out how strong their opposition was, it was too risky. If the Hero Association were to send stronger heroes here anyway after finding out about Tanktop Black Hole's death, then Gray would rather start the fight off with a bang and capture some higher-authority heroes for questioning.
"This whole area's pretty much cleared out anyway," Gray hummed as he stood up, walking out of the destroyed parking garage as he stepped back into the street. Most of the energy signatures in the area had already fled, so a bit of destruction wouldn't hurt anyone.
Granted, I'm about to do a lot of destruction. Some civilians will be caught in the crossfire.
Unfortunately for those civilians, Gray had long ago gotten over his moral fear of killing.
"Take them outside of the city," Gray said casually, starting to charge up his Ki as his squad nodded behind them.
"Wait, what are you-" Mizuki was cut off as Tamari forcefully grabbed the woman, tossing her over her shoulder and then shooting up into the sky.
If I want to meet the big shots in charge as soon as possible, this is definitely the way to do it.
"D-Don't, I've never been flying befo- GUH!" Mumen Rider was cut off as Celia mercilessly punched him in the gut - which was actually just a single finger poke, as a punch would've killed him instantly - and tossed him over her shoulder.
As his squad vacated the area, Gray started to build up his Ki.
The city seems pretty big, but this should be enough…
Gray grinned widely, grunting as he abruptly expelled all his built-up Ki in a [Ki Explosion]. A huge orb of bright Ki shot out from around him, burning through the street, surrounding buildings, and anything in its way.
It continued to grow wider and wider, expanding into a bigger ball of light as it burned through anything in its path. It extended into the sky, looking like a miniature sun as the ground under Gray's feet disintegrated into nothingness.
In a single second, City J vanished off the face of Harro.
