The Kage listened to Finn's proposal, their expressions shifting between shock and contemplation. What Finn suggested wasn't just plausible; it felt profoundly true. "So, my idea is to bring the Ninja Villages from behind the scenes to the forefront," Finn stated, looking at everyone and tapping the table.
A heavy silence fell as the Kage pondered his words with newfound seriousness.
"Master Commander, do you mean we should seize the power of the ninja countries by force?" Ōnoki asked, his voice grave. The others watched Finn, clearly wondering the same thing.
Terumi Mei (Mizukage) spoke directly: "If we do that, won't many innocent people be killed or injured when war breaks out?"
Finn shook his head, a slight smile on his face. "Who said we're going to fight a big war? All we need to do is move to the foreground. We won't need much fighting."
"How do you mean that?" Raikage asked, frowning.
Finn elaborated: "As I just said, we're simply shifting from being hidden to being overt. Let each ninja village completely take over the armed forces of the Ninja Powers. Think of it like the Uchiha clan's former position in our Konoha Village."
"The Uchiha clan?" Ōnoki frowned. "Their outcome wasn't so good."
"Their outcome wasn't good because their clan's strength was still too weak compared to the entire Konoha Village!" Finn countered, his tone flat. "But compared to a single major country, the strength of our ninja villages is immense! If the armed forces of a major ninja country could destroy a ninja village, then such a ninja village should be destroyed!"
"But the armed strength of some ninja powers isn't weak!" Gaara, who had been silent until now, finally spoke. Finn looked at him, surprised to hear from the usually quiet Kazekage. Gaara, still the ruthless killer before his encounter with Uzumaki Naruto, continued, "How could they willingly accept being absorbed by a Ninja Village like this? It will definitely spark a battle."
Finn looked at Gaara. "It's quite easy to establish an alliance between ninja villages, but it's very difficult between ninja powers. Even if two large ninja countries want to reach a trade agreement, it requires extensive thought and deliberation." Finn glanced at everyone. "As long as all ninja villages reach an agreement now, then the ninja countries won't be able to make any waves!"
He then added, "Even if some major storms are stirred up, don't forget, you still have me. Don't worry, nothing unexpected will happen!"
The Kage had initially considered the idea highly plausible, but Finn's final statement made them realize its inevitability. With Finn, who could slay gods and vanquish Buddhas, standing behind them, this was something they could absolutely accomplish.
The Kage's Unanimous Agreement
"I agree with the Commander-in-Chief's idea!" Ōnoki was the first to stand up, his voice firm. "We simply take over the armed power of each ninja country and don't interfere with the country's governance. After all, we aren't particularly skilled at management. But once we control the armed forces, we won't need to listen to those Daimyos anymore, let alone be their pawns."
Terumi Mei was the second to agree, nodding earnestly. "I also agree. Compared with those Daimyos who do nothing all day, the Kage of our ninja villages know how precious life is! As long as there are no armed conflicts between our ninja villages, the world will see far less bloodshed!" As a woman, Terumi Mei disliked seeing people die in battle. She, like the other Kage, understood the plight of the numerous war orphans. If Finn's plan worked, the endless cycle of war would finally cease.
One by one, the remaining Kage voiced their agreement with Finn's revolutionary idea.
"Very good," Finn said, pleased with the unanimous vote. "I thought some of you might object, but I'm glad to see everyone is so reasonable. This is truly excellent; it also saves me from having to forcefully correct things."
His words, however, sent a shiver of fear through the others. What did he mean by that? If any of them had, in a moment of foolishness, opposed Finn's proposal, would he truly have "forcefully corrected" them? The polite term was "forced correction," but everyone understood it meant a hands-on fight. And even that was a good outcome. If things went slightly worse, they might lose their lives. What right did they have to object, or not to object, when faced with such overwhelming power? So, at that moment, everyone was secretly glad they had agreed with Finn's proposal.
The New Era: Centralized Power
After the meeting, the various ninja villages began to communicate and implement Finn's vision. Over the next two months, all the major ninja countries had no choice but to cede their armed forces to the ninja villages. This allowed the Daimyos to focus solely on governing their countries and fostering a better quality of life for their people.
