In the Extreme Cold Land, every force, regardless of size, had the right to participate in the Ice Edge Conference.

Outside of the Extreme Cold Land, this was not the case.

Some forces that were not up to standard did not have the right to participate.

Even for the major forces, if they were not strong enough, even if they had the right, they wouldn't have many spots.

Most forces only had one to two spots.

The stronger ones had three spots.

And the entire Flame Martial Kingdom only had the Sky-splitting Sword Sect with five spots.
