Tom's position wasn't low back then, the fact that there is a designated person from the Anti-Terrorism Bureau using this case shows that it's definitely not something just anyone can handle. Tom was able to operate it proficiently, which indicates he must have done this more than just once or twice while at the CIA; maybe he used to be in the same role as this young man before.
Noah Watson's departure from the conference room made Jimmy quite relieved, and he took the opportunity to look around. What he didn't expect to find was a hidden surveillance camera in the corner of the ceiling. Looking at the drop ceiling, you couldn't detect the camera at all.
