Nowadays, the terms gods and goddess are reserved for descriptions rather than actual titles. They are used to denote anyone that has reached a certain level of power and influence.
The bare minimum that people seemed to agree on for the standard was at least a village sized area for any lowly gods, they were known as demi-powers.
They should have been able to single-handedly protect the people that they looked after with their own strength and provide them with judgment when affairs go awry.
