He wasn't sure how it worked in this version of the universe, but if he killed Thanos early—before half the Earth's population was wiped out—the Celestial embryo within Earth would definitely hatch in a few years.
The Earth Immigration Plan was created precisely to avert this crisis.
Since he was already planning to take out Thanos, he figured he might as well reach out to the Nova Empire and see if they could establish early contact with Earth. That way, humanity could begin transitioning into a spacefaring civilization sooner.
Once Earth was connected to the wider universe, many humans would likely be eager to emigrate to more advanced and prosperous planets.
As a result, Earth's population would drastically decline, indirectly slowing down the Celestial's incubation process.
