After a few minutes, a few faces began changing as though finally grasping the immensity of what the sovereign was saying. When Zian Yi saw this, he continued. He explained how the rankings would be determined, and the more he spoke, the more the officials felt as though they were listening to a foreign language.

What Zian Yi was ordering be done was beyond simply changing a few things. It was not even about oppressing the masses. It was simply him overturning everything that made up the current order of things on the continent. Everyone was sure that after implementing these plans, everything would change. When he was done explaining, or rather informing, the people about his plan, he dismissed them with orders to spread this news all over the continent.
