Raven herself lacked the authority to initiate access to the Elysian Realm; she directly conveyed the message to Kevin. From the Sea of Quanta, Kevin agreed to Xia Chen's plan.

As Kevin's comrade and virtually the only person he knew well in this world, he couldn't remain indifferent to Fu Hua's situation.

Meanwhile, the Book of Fuxi managed to convince the Herrscher of Sentience to join World Serpent, though it was unclear how exactly she achieved this.

According to the Book of Fuxi, she first criticized the Herrscher of Sentience for lacking initiative against Honkai, then encouraged her to learn from more advanced organizations. However, due to a falling out with Schicksal, their only option was to approach World Serpent.

As for why Anti-Entropy wasn't considered... simply put, the Book of Fuxi was unaware of their existence.

With the Herrscher of Sentience's mindset still that of a child, it made it possible for Fuxi to succeed.
