The Government of the Constellation World consisted of the Royal Family, the Imperial Faction, and the Seven Supreme Pantheons. While the Vice Factory held a position on the same level as the Imperial Faction, it remained uninvolved in political or military affairs, as it served as the center of creation.

Information regarding the emergence of new Constellations spread like wildfire across the Constellation World, but only the Seven Pantheon Lords and the higher executives of the Royal Family were aware of the critical detail—that he demonstrated the Black color.

Among the Royal Family's leaders, none stood higher than the Imperial King of Constellations, the Ancient Emperor Jerald del Ruberion. While the Seven Pantheon Lords were currently inactive for reasons unknown, they still controlled nearly every facet of the Constellation World.
