it became apparent that the handover location was Heaven Port, and it was a Pirate Gang called Black Sail that was in charge of the transfer.

There must have been a problem somewhere.

However, given the sensitive nature of the matter, it was impossible to use official personnel without risking an international dispute and giving the Emperor a reason to explode with rage—better to seek out "gloves" to handle it.

With their financial resources, they could certainly muster the most luxurious of teams; there was nothing they couldn't ask for, nothing they couldn't hire.
