Sabrina shook her head. "She said it was to thank you—for helping drive off Team Galactic during their attempted invasion of the Sevii Islands."
Luo Yuan didn't quite know how to respond to that.

"The cooperation with Galar, huh? So you've figured it out too."
"What's really going on here?"
There was no way the Kanto League could be blind to what letting Macro Cosmos into the region would mean.
It would send shockwaves through Kanto's entire economy.
Aside from Silph Co., which had grown into a major multinational, no other company in Kanto could remain unaffected.
And in a direct competition, none of them could match a corporate empire like Macro Cosmos.

They would be the ones hit hardest.
One wave of economic pressure, and unless they used "non-standard" methods, Team Rocket's business empire wouldn't be able to stand up to Macro Cosmos.
Understanding this, Luo Yuan finally saw the League's deeper game.
At the end of the day, this was all about suppressing Team Rocket's growing power.
The League's out to get us. Again.
It was no wonder they now saw Team Rocket as a thorn in their side.

"That's something Lance will likely explain to you before you leave Kanto."

By co-opting Silph and pitting it against Team Rocket, they hoped to avoid infighting among allies while recruiting a powerful partner for their offensive.
Step by step, the League Council had carefully laid the groundwork.
First, sever Team Rocket's economic lifelines.
Then, apply pressure on their regional influence.
And when the Tech Hunters are stretched too thin running damage control, they'll lose the ability to pose a real threat to the League.
