The jangling of the telephone had jarred Mr. Jiobaf from his sleep; he had been invited to a gathering hosted by the Mayor last night.
Among the attendees were several social representatives of the state, and the Mayor confided to him in private that these gentlemen not only had the right to speak at the gathering but also held high status.
Many people, especially those at the bottom of the Federation, start talking about Congress senators and Representatives as soon as they open their mouths—they are the spokespersons of the House of Representatives.
It seemed that in their eyes, political figures of a city or a state weren't worth their attention.
But Mr. Jiobaf knew that it's because those at the bottom only knew what the top officials were doing and who they were, whereas they had no clue about those in between.
