Bill glanced at the officials sitting next to him, who looked somewhat disheartened. "I said, I need time to consider..."
Before he could finish, Lance had hung up the phone.
Bill looked at the receiver, feeling annoyed, yet it was hard for him to make a decision. Perhaps sensing his mood shift, one of the senior officials asked, "What happened, what's going wrong?"
He hesitated a moment, "It was Lance's call, he wants us to hand over the territory in the Imperial District to him, I didn't agree."
He hadn't refused; he just needed time to consider. It was an implied, skillful expression.
A considerable number of the senior officials in the office immediately became displeased.
"What right does he have to ask us to do that?"
