Hiram was in charge of combat operations, and some things he had bragged about were noted by Maz on slips of paper, like when Hiram claimed he had taken out dozens of enemies under the spray of gunfire from over a dozen guns.

He collected similar information on personnel, gathering everything he could. Now that they were unable to pass on useful intelligence, the contact or, rather, the Dangerous Goods Administration had changed their approach.
They hoped to obtain more information and evidence on the criminal activities of the Lance family. As the power of the Dangerous Goods Administration grew, there might come a time when just "I feel" would be enough, without any substantial evidence to make arrests.
As for Lance, he couldn't get in touch with him, having only seen him from a distance a few times, feeling Lance was a "tough character."
