The Director of the Port District Bureau had reached retirement age. In fact, he should have retired at the end of last year, but as various divisions were undergoing transitions, to ensure his successor would be firmly established and smoothly take over,
Charlie specifically called the old Director and asked him to delay his retirement by a few months, which he agreed to.
Now the new Deputy Director of the division, John, had fully taken over the work of the Port District, and it was time for the old Director to lay down his responsibilities.
It is rare for someone to serve as a police officer until retirement without any injuries or illnesses, especially retiring as a division director.
