Generally speaking, the dragon represents the true dragon emperor and represents male power, while the phoenix represents female power. Therefore, the general dragon and phoenix pictures are dragons flying on the phoenix's head, which means male power is supreme!
However, not every period of dragon and phoenix pictures have dragons flying on the phoenix's head. At least as far as I know, there are two periods where the phoenix flies on the dragon's head!
These two periods are when Wu Zetian was the emperor and when Empress Dowager Cixi ruled the country from behind the curtain!!
