Indecisive Third Hokage

The Third Hokage frowned deeply, still hesitating to commit to a decision. The prospect of war spiraling out of control weighed heavily on him, as he did not want to see Konoha lose control of the situation.

One side pushed for war, while the other advocated for diplomacy. The Third Hokage and Danzo were locked in a stalemate.

Finally, Koharu Utatane, one of the village elders, offered her perspective. "Sarutobi, even if Konoha doesn't declare war on the Rain Village, we must still prepare for their actions. We cannot allow the flames of war to reach the Land of Fire."

"I propose that we deploy forces to the border to prevent any surprise attacks from the Rain Village."

"I agree."

Homura Mitokado seconded the proposal. If they weren't going to declare war, they could at least take preemptive measures by stationing ninja forces at the border, ready to fend off any aggression from the Rain Village.

"Hmph," Danzo grunted, clearly dissatisfied. This was far from the direct assault he wanted. He sought war, not a defensive stance.

Reluctantly, the Third Hokage made his decision after much deliberation. "Very well, issue the call to arms and deploy our forces to the border."

Stationing the ninja army at the border would serve as both a provocation and a defense, but it was a safer option than outright declaring war.

As soon as the order was issued from the Hokage's office, the announcement spread rapidly throughout Konoha.

A call to arms to station ninjas at the frontlines-was this a prelude to war?

The entire village was soon abuzz with the looming threat of conflict.

"It looks like the Second Shinobi War is about to begin," Xin remarked as he read the notice.

He knew that the war was inevitable.

The Hidden Rain Village's strength at this time was formidable, bolstered by Hanzo's growing ambitions. Any slight provocation could ignite a full-scale war between Konoha and the Hidden Rain Village.

Konoha's actions would not go unnoticed by the other ninja villages, all of which had been biding their time, recuperating from the last war. None of them would miss this opportunity for expansion.

In the eyes of many, the Land of Fire was often seen as the nation that always got attacked first, only to respond later.

Little did they know that Konoha was the one who would initiate the Second Shinobi War.
