A Filipino high student from Leyte, named Basilio Valencia died in a landslide but was reincarnated into another world, which is a partial modern and fantasy world with some modern technology. But thanks to an ability called Tech, he still has his phone, journal, and laptop, as well as some pens and journaling equipment. Thus, he can still listen to his favorite songs and watch his favorite shows, anime, and movies from his previous life through his gadgets.
  Seeing his creature comforts being reincarnated with him, Basilio thought that he would recontinue his partially changed way of life, but his luck ran out when he almost died in a hostile army known as the Vamzom (Vampire-Zombie) Army. That army, which a Demon Sorcerer cursed to be blood-thirsty creatures that are more like a hybrid of both vampires and zombies, was killing humans and other races that had blood with combat helicopters, pistols, and swords for their blood. But then, the army regained their humanity partially when they realized what they had done to him and the other humans and races. So, they regretted their actions and worked hard to save him. But, while Basilio was in a coma, their leader, Ruslan Makesa, driven by guilt, took his own life by stabbing himself with his Blood Sword, before placing his powers as a Vamzom in a box; he intended to pass that and his leadership to the Basilio once he survive and wake up from his coma.
And so, after Basilio had survived and woken up from his 2-month-long coma, the army apologized to Basilio and asked him to lead them, promising to be good to all races. Basilio was shocked but he forgave them, taking Ruslan's leadership with his own morals and ideals. So, after that, Basilio built a country with the Vamzom race that is civilized and friendly with his cultural traits and morals as a Filipino in his previous life, as well as modeling the new nation, known as the Ruslav Nation, after the Philippine republic.
   But Basilio discovered that there is a race called Otherworlders, which he was a part of, and took this as an opportunity to make alliances with them. But will Basilio adapt to this new life in a strange world?

I am now the Leader of a Vampire-Zombie Country!

The day after taking office as leader of the Vamzoms, Basilio was now working hard to reform the lives of the Vamzoms, using his knowledge and values as the basis for his reforms. One of his first orders was to increase their food supply and look for alternative means of blood since the Vamzoms considered it as a lifeline for them. So, Basilio knew that animal blood was almost useless since it was discarded after slaughtering the animal and using it for whatever it was useful for. So, on that day, he called in most of the Vamzoms and held a meeting with them regarding blood and alternative sources to get it, showing some of the alternative animal sources like sheep, deer, and wolves. Seeing his list of sources, some of the Vamzoms present there, including Helena and Artem, were observing the source names, and some, like Artem, explained to him that they already had long considered some of the mentioned sources and even incorporated them into their blood diet alongside their meats. Hearing that made Basilio be surprised, and then the young leader asked back, "How long you had been considering them in your diets?"

"Shortly after our last attack at Fresa de Ard," replied Helena back briefly.

"Oh…okay, that would be good instead of chasing humans and other talking creatures for blood."

"Yes," one of the Vamzoms, a gunner soldier named Juhani Campobasso, responded back, "and these sources for blood are better, too, sir."

And so, with that, Basilio declared that animal blood, asas well some safe blood from most monsters and beasts, should be a new and better source of blood for the Vamzoms. Shortly after that, just before lunchtime, he was going to the Blood Fortress' training grounds with Helena, Artem, and some of the Vamzoms, only for him to see two combat helicopters of theirs destroying a settlement. "What are they doing?" he asked them.

"Oh, they're destroying and attacking a makeshift settlement to release their urges and train their skills consistently," replied Helena back positively, "instead of attacking humans and other live, talking races."

Starting from their last, regretted attack, the Vamzoms, instead of killing creatures and destroying their settlements and civilizations, created makeshift settlements of leftover construction materials and destroyed and raided them with their helicopters as if these were inhabited and their targets to release their urge for murder, as well as training their fighting and combat skills consistently. Some even added scarecrow dummies to act as creature targets and to have something to attack with their weapons. And so now, after the settlement had been partially destroyed, some of the armed Vamzoms descended from the helicopters, wielded their weapons, turned invisible, and charged at the insides of the settlement, attacking the scarecrow dummies with their weapons like crazy while shouting and laughing maniacally to release their urges.
