But as they worked, Kieran knew that they couldn't keep this up for much longer. They needed a new plan, a new way to govern the city.

And so, Kieran called a meeting with his team. They gathered in the warehouse, exhausted but determined.

"We can't keep this up," Kieran said, his voice firm. "We need a new plan."

Maya nodded. "I agree. We need to establish a new government."

Ada spoke up. "I have an idea. We can use the Overseer's infrastructure to establish a new order."
