At the waterway port, a government official approached a towering, muscular old man with a "mountain-shaped" beard.

"Marshal Kong," the official began respectfully, "the troop mobilization orders have been sent to all branches of the World Government. We are now awaiting your command to deploy."

Kong, the former Marine Admiral and now the supreme commander of the World Government's military, stood tall and imposing. His sharp gaze swept over the assembled fleet.

Kong reached into his coat, pulling out a Den Den Mushi connected directly to the Five Elders.

"In order to ensure the success of this operation," Kong said coldly, "I request the deployment of additional PX project prototypes still in the experimental stage."

The voice of one of the Five Elders echoed from the phone.

"PX prototypes? Kong, while they have been successfully developed, you must consider the risks. These are not like the pacifistas—they do not fully obey orders. If they go out of control on the battlefield, they could attack indiscriminately, friend or foe."

Kong nodded, his tone unwavering. "Control isn't the issue. In a situation like this, raw combat power is the only thing that matters. The Shichibukai have refused to cooperate, rendering them useless. It's time to show them—and the world—that the Shichibukai are not indispensable."

There was an edge of anger in Kong's voice, betraying his frustration with the Shichibukai's lack of cooperation. The legal looting privileges granted to them by the World Government had proven to be a waste.

If they would not fight, then Kong would simply move forward without them.
